我国廉租房建设和管理问题研究

【摘要】:廉租房制度,主要指国家为了解决城市低收入家庭的住房困难问题而制定和实施的住房保障制度,其内容主要包括明确保障对象及标准、确定保障方式、筹集保障房源、保障资金来源和建立进退机制。廉租房的保障方式,主要以实物配租和货币补贴这两种方式相结合。我国主要以货币补贴方式中的租赁补贴发放的形式实施廉租房保障,从而提高低收入住房困难家庭的承租能力。实物配租的保障方式主要在部分廉租房紧缺的城市实行,实行新建或者收购房屋等方式来增加房源供给。 本文主要着眼我国廉租房建设和管理问题的研究,从住房的自然属性和社会属性出发,阐述了住房保障问题的重要性,梳理了我国廉租房制度发展的实施背景、发展历程和主要内容,简要阐述了我国廉租房建设和管理的现状,通过问卷调查和座谈交流等方式,总结分析了当前我国廉租房建设和管理整体满意度较高,但仍然存在着配套建设有待完善、物业费收缴存争议、政府补贴租金偏少、人均住房面积偏小等问题和不足。在借鉴发达国家和地区的经验基础上,针对存在的问题提出了相对应的建议对策,主要包括:转变思路,完善保障体系:融资合营,鼓励企业参与:以劳代缴,创新物业管理;拓宽渠道,保障建设资金;加强规划,增加小户型房源等具体措施。 本文创新之处主要在于研究方法和对策建议方面。综合运用文献研究、跨学科研究和比较研究等方法,特别是采用了问卷调查和座谈交流等方法,掌握了大量第一手的数据资料,使得问题的总结和对策的建议等方面问题的探讨和研究更具有说服力。核心的对策建议是“融资合营”和“以劳代缴”,结合了我国国情实际、各级政府政策文件和主要地方的实践模式探索,提出了比较具有可行性的完善对策建议。但是,因数据资料、数理分析和个人能力学识所限,本文还有待于进一步深入研究分析,特别是对策建议可行性的全面分析方面。也将在今后的学习研究工作中不断努力,搜集更全面、详实、准确的数据资料,加强数理分析,力争提出更有针对性、更具可行性的建议。
[Abstract]:The low-rent housing system mainly refers to the housing security system formulated and implemented by the state in order to solve the housing difficulties of low-income families in urban areas. Its contents mainly include defining the security objects and standards, determining the security methods, and raising the housing resources. Guarantee the source of funds and establish the mechanism of advance and retreat. Low-rent housing security, mainly with physical rent and monetary subsidies these two ways combined. In our country, the form of leasing subsidy in the form of monetary subsidy is mainly used to guarantee low-rent housing, so as to improve the affordability of low-income families with housing difficulties. The security of physical rent allocation is mainly implemented in some low-rent housing cities, such as new construction or purchase of housing to increase the supply of housing. This paper mainly focuses on the study of the construction and management of low-rent housing in China, starting from the natural and social attributes of housing, expounds the importance of housing security, and combs the implementation background of the development of low-rent housing system in China. The development course and main content, briefly elaborated our country low-rent housing construction and the management present situation, through the questionnaire survey and the discussion exchange and so on, summarized and analyzed our country low rent housing construction and the management overall satisfaction degree is high. However, there are still some problems, such as the construction needs to be improved, the collection of property fees is controversial, the government subsidy rent is on the low side, and the per capita housing area is small, and so on. Based on the experience of developed countries and regions, this paper puts forward corresponding suggestions and countermeasures, including: changing ideas, perfecting the security system, financing joint ventures, encouraging enterprises to participate in: taking labor as a substitute for payment and innovating property management; Widen channels, guarantee construction funds; strengthen planning, increase the supply of small homes and other specific measures. This article innovation mainly lies in the research method and the countermeasure suggestion aspect. Comprehensive use of literature research, cross-disciplinary research and comparative research, especially the use of questionnaires and discussion exchanges and other methods, have mastered a large number of first-hand data. So that the conclusion of the problem and suggestions for countermeasures and other aspects of the discussion and research more persuasive. The core countermeasures and suggestions are "financing joint venture" and "labor on behalf of payment", combining the actual situation of our country, the policy documents of all levels of government and the exploration of the practice mode of main places, and puts forward more feasible and perfect countermeasures and suggestions. However, due to the limitation of data, mathematical analysis and personal ability, this paper needs further research and analysis, especially the comprehensive analysis of the feasibility of countermeasures and suggestions. In the future study and research work will continue to work hard to collect more comprehensive, detailed, accurate data, strengthen mathematical analysis, and strive to put forward more targeted, more feasible suggestions.
