港城互动发展研究:北部湾港口群与城市群的实证

【摘要】:随着工业化、城镇化加速发展以及全球产业分工的深化,港口城市以其独特的基础资源和通过集聚效应、协同效应以及自增长效应成为全球经济发展的中流砥柱,而港口和城市的良性互动也成为推动区域经济发展的重要动力。广西北部湾经济区是我国西部地区产业集聚与城市群发展的重要主体功能区,在加速城市化进程中,如何协调城市群与港口群之间的关系,促进海陆一体化发展,优化产业布局,形成面向东盟、面向我国西部地区的增长极,对于落实国家北部湾经济区发展战略的实施具有重要意义。 本文从港口与城市互动发展理论出发,从定性和定量两个层面具体分析了北部湾港口群港城关系互动发展状况。定性方面,主要从北部湾港城互动发展空间结构演进入手,详细分析了北部湾三港口城市的发展历程,并在北部湾港城关系发展现状条件下,提出各个城市自己的发展方向及定位;定量方面,首先选取港口吞吐量、城市GDP和外贸额作为特征量,用SPSS统计出北部湾港城的Pearson相关系数,然后对钦北防GDP、港口吞吐量与外贸额、固定资产投资进行回归分析。运用时间序列对北部湾港口群发展与港口城市经济发展进行实证分析,分别用单位根检验、协整检验、格兰杰因果关系检验和脉冲分析法对北部湾港口与城市的关系进行计量分析。 最后,基于北部湾港口与城市关系历史演变规律和北部湾港城互动发展实证评估,得出相关结论并对北部湾港城发展提出行之有效的政策性建议:首先通过大力发展临港工业和促进港口群功能提升来增强北部湾城市与港口的竞争力;其次促进北部湾港口和城市在产业和空间方面的协调发展;最后提出北部湾港口城市发展的四个调控措施:城市功能提升策略;实施“港口特区制度”模式;港城统筹规划策略;港口物流策略。
[Abstract]:With the rapid development of industrialization, urbanization and the deepening of global industrial division, port cities have become the mainstay of global economic development with their unique basic resources and through the agglomeration effect, synergy effect and self-growth effect. The benign interaction between ports and cities has also become an important driving force to promote regional economic development. Guangxi Beibu Gulf Economic Zone is an important main function area of industrial agglomeration and urban agglomeration in western China. In the process of accelerating urbanization, how to coordinate the relationship between urban agglomeration and port agglomeration and promote the integration of sea and land. It is of great significance for the implementation of the development strategy of the Beibu Gulf Economic Zone to optimize the industrial layout and form a growth pole oriented to ASEAN and the western region of China. Based on the theory of interaction between port and city, this paper analyzes the interactive development of port and city in Beibu Gulf from two aspects: qualitative and quantitative. Qualitatively, starting with the evolution of the spatial structure of the interactive development of the Beibu Gulf Port City, this paper analyzes in detail the development course of the three port cities in the Beibu Gulf, and under the condition of the present situation of the development of the relationship between the ports and the cities in the Beibu Gulf, Put forward each city's own development direction and position; Firstly, the port throughput, city GDP and foreign trade volume are selected as characteristic quantities, and the Pearson correlation coefficient of Beibu Gulf Port City is calculated by SPSS. Then the regression analysis is carried out on the throughput, foreign trade volume and fixed assets investment of Qinbei Port. Using the time series to analyze the port group development and the economic development of the port city in Beibu Gulf, the unit root test and cointegration test are used respectively. Granger causality test and pulse analysis are used to analyze the relationship between port and city in Beibu Gulf. Finally, based on the historical evolution of the relationship between port and city in Beibu Gulf and the empirical evaluation of the interactive development of port and city in Beibu Gulf, Draw the relevant conclusions and put forward effective policy recommendations for the development of Beibu Gulf Port City: firstly, through vigorously developing port industry and promoting the function of port group to enhance the competitiveness of Beibu Gulf city and port; Secondly, it promotes the coordinated development of the port and city in the Beibu Gulf in terms of industry and space. Finally, it puts forward four measures to control the development of the port city in the Beibu Gulf: the strategy of promoting the function of the city; the mode of implementing the system of "special zone of port"; Port city overall planning strategy; port logistics strategy.
