行政管理与民主参与问题研究

【摘要】：行政管理的科学化和民主化是现代公共管理的重要课题，而民主参与则是促进公共管理的重要方式。世界各个国家为了促进行政管理制度的健全和完善，使每一个公民都能够有效地参与到行政管理中来，都通过不同方式和制度来促进民主参与，使公众真正为公共管理贡献力量。相对于西方发达国家来说，我国在社会体制、管理方式等方面都有着较大的不同，我国的经济社会正在经历着一场新的变革，行政管理也面临着新的变革，公民素质的提升、国际接轨的加强、公众参政愿望的提升等都迫切地需要行政管理体制的变革，中国的行政管理面临着新的挑战。如何提高公共管理部门效率，，完善行政管理制度以适应变化了的政治、经济和文化环境成为新时期公共部门和行政管理活动所必须要解决的问题。通过对相关理论的梳理和分析可以进一步了解我国民主参与的形式和发展现状。笔者以比较分析、理论总结等方法对我国行政管理与民主参与的现状进行梳理，分析我国民主参与中存在的问题，最后借鉴国外的发展经验，立足我国的国情和社会发展现状，提出完善我国民主参与制度的对策，以进一步推动我国公众参与行政管理，使行政管理发展到一个更高的水平。
[Abstract]:Scientific and democratic administration is an important subject of modern public management, and democratic participation is an important way to promote public management. So that each citizen can effectively participate in the administration, through different ways and systems to promote democratic participation, so that the public really contribute to public management. Compared with the Western developed countries. China's social system, management methods and other aspects are quite different, our country's economic and social is undergoing a new change, administration is also facing new changes, the quality of citizens. With the strengthening of international practice and the promotion of public desire to participate in politics, the reform of administrative system is urgently needed. China's administration is facing new challenges. How to improve the efficiency of public management departments. Improve the administrative system to adapt to the changed politics. The economic and cultural environment has become a problem that must be solved by the public sector and administrative activities in the new period. By combing and analyzing the relevant theories, we can further understand the form of democratic participation in our country and the present situation of its development. For comparative analysis. Theoretical summary and other methods of administration and democratic participation in China to comb the status quo, analysis of our democratic participation in the problems, and finally learn from the development experience of foreign countries, based on our national conditions and social development status. In order to further promote the public participation in the administration of our country and make the administration develop to a higher level, this paper puts forward some countermeasures to perfect the democratic participation system of our country.
