【摘要】：生态移民是为了解决生态环境问题和贫困问题而开展的一项旨在改善生态、消除贫困的人口搬迁工程,其实质是通过调整人与自然的关系,促进人口、资源、环境、经济的协调发展。21世纪初,我国政府开始广泛实施生态移民战略,生态移民日益成为社会关注的热点。生态移民涉及政治、经济、文化等多个领域,是一项复杂的社会工程,要顺利推进这一工程,有必要从移民生产生活方式、思想文化特点以及移民居住环境等多个方面进行分析和研究。本文通过对我国现行生态移民工程实际进展的分析,指出我国生态移民改善了生态环境、推进了农村扶贫开发、加快了城镇化进程、促进了民族地区的发展,然而,我国生态移民进程中仍存在许多问题。本文通过对我国不同类型生态移民案例的研究,归纳出两种主要的模式,即注重生活和居住的城镇化发展模式,以及注重商业产业发展的产业化发展模式。本文分析和比较了这两种模式的优缺点,在此基础上结合《全国主体功能区规划》,尝试提出一种更为“优效”的生态移民模式——“城镇化+产业化”发展模式。最后,本文从政策和物质这两方面分析了推进我国生态移民可持续发展的要素,提出进一步完善生态移民工程的具体建议,推进我国生态移民的可持续发展。
[Abstract]:Ecological migration is a population relocation project aimed at improving ecology and eliminating poverty in order to solve the problem of ecological environment and poverty. Its essence is to promote population and resources by adjusting the relationship between man and nature. The coordinated development of environment and economy at the beginning of the 21st century, our government began to widely implement the ecological migration strategy, ecological migration has increasingly become the focus of social attention. Ecological migration involves many fields, such as politics, economy, culture and so on. Is a complex social engineering, to promote this project smoothly, it is necessary to produce life style from immigrants. Through the analysis of the actual progress of the ecological migration project in China, this paper points out that the ecological migration in China has improved the ecological environment. Promoted the development of poverty alleviation in rural areas, accelerated the process of urbanization, and promoted the development of ethnic areas, however. There are still many problems in the process of ecological migration in China. Through the study of different types of ecological migration cases in China, this paper concludes two main models, namely, the urbanization development model, which pays attention to living and living. This paper analyzes and compares the advantages and disadvantages of these two models, and then combines with "National main function Zone Planning". This paper tries to put forward a more "superior" ecological migration model-"urbanization industrialization" development model. Finally, this paper analyzes the elements to promote the sustainable development of ecological migration in China from the two aspects of policy and material. Some suggestions are put forward to further improve the ecological migration project to promote the sustainable development of ecological migration in China.
