资源型城市低碳转型评价与对策研究

【摘要】:资源型城市可持续发展问题是一个世界性难题,当前国际政治经济不确定性逐步上升,国内经济发展中不平衡、不协调问题日益突出,资源型城市转型面临着日益严峻挑战。目前,我国确定的资源型城市共有262座,这些城市在我国国民经济体系中扮演着重要的角色,就其转型问题的研究对于保障国家能源资源安全、推动新型工业化和新型城镇化进程有着极其重大的意义。 国内外学者对资源型城市转型问题进行了大量的研究,取得了很多成果。资源型城市转型在不同的背景下有着不同的内涵和模式,当前各个国家、各个领域都在强调低碳,并积极发展低碳经济,这不仅为应对全球气候变化带来了新的机遇,也为资源型城市转型提供了新的思路。资源型城市作为高碳城市的代表,其未来可持续发展的方向只能是低碳城市。与此同时,在党的十八大报告中也很明确的提出要建设生态文明。在这样的背景下对资源型城市低碳转型评价与对策的研究,不仅具有新的内涵,也具有很大的理论和现实意义。 论文首先阐述了论文选题的背景和意义,并对国内外相关研究进行了梳理和分析,认为现有文献以定性研究、宏观政策研究等内容为主,没有形成系统性的研究成果,也较少从低碳经济的角度研究资源型城市转型问题。其次,对资源型城市、低碳、低碳转型等概念进行了界定,并对可持续发展理论、生态经济学理论、低碳经济理论、系统论等相关的理论基础进行了简单介绍。接着,对资源型城市低碳转型优势、劣势分别进行了分析(内部优势包括:资源优势、劳动力优势、工业基础雄厚、后发优势;内部劣势包括:转型资金不足、经济结构不合理、专业人才匮乏、社会问题突出;外部机会包括:政策优势、市场需求优势;外部威胁包括:国家环境管制压力、区位劣势)。从而揭示了资源型城市低碳转型的现状。然后,对资源型城市低碳转型的驱力因子和障碍因子进行了分析,指出资源型城市低碳转型的驱力因子主要包括低碳政策法规、低碳管理创新、低碳技术创新、低碳投资、低碳文化五个方面;资源型城市低碳转型的障碍因子主要包括体制机制改革滞后、资源利用率低、环境污染严重、碳排放高、经济发展压力、人口增长压力六个方面。在此基础上,构建了资源型城市低碳转型的“驱力—障碍”耦合模型,并对不同因子在转型的不同阶段的作用力强弱以及同一因子在不同时期作用力性质的变化做了探讨。 为了对资源型城市低碳转型进行定量分析,论文还从经济转型、社会转型、资源、环境、能耗排放、低碳技术、低碳政策7个方面,分36项指标建立了资源型城市低碳转型评价指标体系,并在确定权重时,综合了主观赋权法中的层次分析法法和客观赋权中的熵权法,进一步构建了基于TOPSIS方法的评价模型。 再次,结合我国资源城市发展的实际情况,以具有较强代表性的煤炭城市为例构建了我国资源型城市低碳转型的模式,该模式是一种“政府—市场”互动合作的产业多元化转型模式。论文还从宏观、微观两个层面提出了资源型城市低碳转型对策体系。宏观层面的对策包括制定低碳总体战略、加大低碳政策支持力度、完善低碳法律法规、制定低碳城市规划四个方面。微观对策包括调整产业结构、优化能源结构、改善生态环境、实施人才战略、加快技术创新以及加强低碳宣传教育、倡导低碳生活、实施低碳运营八个方面,从而为我国资源型城市低碳转型提供了一定的借鉴。 最后,对焦作市2008-2012年低碳转型的效果进行了实证分析,得出焦作市在2008-2011年处于低碳转型的初级阶段,在2012时跃升至低碳转型的中级阶段,其转型效果趋于良好。论文还对相关领域的研究进行了展望,认为在十八届三中全会提出的“建设美丽中国深化生态文明体制改革,加快建立生态文明制度”的背景下,资源型城市如何建立“五位一体”的低碳转型制度是今后值得研究的一个方向。
[Abstract]:The sustainable development of resource - based cities is a worldwide problem . At present , the uncertainty of international political and economic uncertainty is rising gradually , the imbalance in domestic economic development , and the increasingly serious challenge of resource - based urban transformation . At present , there are 262 cities in China , which play an important role in China ' s national economy system . The research on the transformation of cities is of great significance to guarantee the safety of national energy resources and promote the new industrialization and the new urbanization process . As a representative of high - carbon city , the research on low - carbon transformation evaluation and countermeasure of resource - based city has not only new connotation , but also has great theoretical and practical significance . This paper first expounds the background and significance of the thesis , and analyses the relevant researches at home and abroad . It is concluded that the existing literature is mainly composed of qualitative research , macro - policy research and so on . Then , the author analyzes the concept of resource - based city , eco - economics , low - carbon economy theory , systematic theory and so on . This paper analyzes the factors and obstacles of low carbon transformation in resource - based cities , and points out that the driving force factors of low - carbon transformation in resource - based cities mainly include low - carbon policy regulation , low - carbon management innovation , low - carbon technology innovation , low - carbon investment and low - carbon culture . In order to quantitatively analyze the low - carbon transformation of resource - based cities , the paper also sets up the index system of low - carbon transformation of resource - based cities from the aspects of economic transformation , social transformation , resources , environment , energy consumption , low - carbon technology and low - carbon policy . Thirdly , based on the actual situation of China ' s resource city development , the mode of low carbon transformation in China ' s resource - based cities is constructed by taking the coal city with stronger representation as an example . This model is a kind of strategy system of low carbon transformation in resource - based cities . The macro - and micro - measures include the development of low - carbon overall strategy , the strengthening of low - carbon policy support , the improvement of low - carbon laws and regulations , and the development of low - carbon urban planning . The micro - measures include adjusting industrial structure , optimizing energy structure , improving ecological environment , implementing talent strategy , accelerating technological innovation and strengthening low - carbon propaganda and education , advocating low - carbon life , and implementing low - carbon operation eight aspects , thus providing some reference for the low - carbon transformation of resource - based cities in China . Finally , an empirical analysis of the effect of low carbon transformation from 2008 to 2012 in the city is carried out . It is concluded that in the primary stage of low carbon transition from 2008 to 2011 , the transformation effect tends to be good . The paper also looks forward to the research of relevant fields . It is believed that the low carbon transformation system based on " Five - in - One " in resource - based cities is a direction to be studied in the future .
