【摘要】：对任何政治体系来说,保持良好的政治秩序是社会经济发展和文化进步的前提条件,没有政治秩序的保障,就谈不上发展和进步,更谈不上提高人们的生活质量。但是仅仅通过政治权力的强力控制而实现的政治秩序实际上是一种僵化的政治秩序,它不可能实现政治秩序的自我调节和自我平衡,仍然处于政治秩序的不安全、不稳定状态,甚至会出现颠覆性的危险。良好的政治秩序是社会的政治生活中政治统治的合法性、政治制度的恰适性、国家治理能力有效性的一种政治生活均衡状态。从一定的意义上讲良好的政治秩序既需要公共权力的强制作用,更需要政治秩序的自我形成来达到一种平衡,通过二者之间的相互作用,实现政治秩序的自我调节和自我完善,化解和抵御各种政治风险,保障政治安全。 本文的研究重点关注的是中国重要战略机遇期政治秩序的形成机制问题。本文认为目前的中国重要战略机遇期与重要战略机遇期刚刚提出时相比,一方面具有内在的逻辑上的连续性和时代发展的承继关系,另一方面由于国内外社会政治环境的变化,在时代背景、条件和内涵等方面也发生了很大的变化。中国重要战略机遇期出现的这些变化,是国际政治经济环境变化引致的结果,也是中国发展方式的转变倒逼的结果。以上问题的存在,使我国重要战略机遇期的政治秩序面临着不小的挑战,其复杂性和不确定性更加明显。首先,国际各种力量的此消彼长和权力资源的重新分配将使国际政治经济形势呈现出更加复杂的变化,总体有序、局部失序的情况可能不断发生,国际环境的变化和世界经济转型的压力与风险因素总体上在增多。其次,作为世界第二大经济体的中国,在国际政治经济新秩序重构的背景下,基于话语权增大和国际地位提升而在国际体系调整中的重新定位、承担的责任增多,都将使中国经受更大的考验,过去并不突出或不曾出现过的问题,可能会成为矛盾的焦点。最后,国际互联网的迅猛发展和国际政治经济新秩序的演变,非传统安全威胁上升并与传统安全相互交织,给国家安全带来了新的挑战,加之国际问题国内化、国内问题国际化,问题交错与渗透,处理起来更加困难。 中国重要战略机遇期政治秩序形成机制需要政治合法性、政治制度和国家能力三个基本的要件,其中政治合法性是基础,政治制度是核心,国家能力是关键。要形成政治合法性基础必须凝聚政治共识,形成政治秩序的价值机制。价值共识、改革共识和利益共识是凝聚政治共识的主要方面,通过凝聚政治共识产生政治的正当性,有利于形成政治秩序的价值机制。政治制度在政治秩序的形成机制中起根本性的作用,而政治制度的恰适性又是一个重要的因素,从应然的角度看,主要表现在与政治环境、生产力的发展水平、经济基础在时空上的相互适应程度。恰适性的本质是政治制度认同、环境的适应能力和人们对制度的理解力和执行力。因此在政治制度恰适性方面要重点关注制度的适应性、内聚力和自主性,通过政治制度的恰适性,提高政治制度的抗风险能力,有利于形成政治秩序的内生机制和协调机制。国家能力作为关键要素,主要体现在国家治理体系和国家治理能力的现代化,需要国家各种制度的现代化给与支撑,重点是处理好政府、市场与社会的关系,提升制度化水平和提高执政能力以及公民参与有序化。 从现实情况看,我国正处在改革、发展关键时期,在经济和社会现代化的过程中,面对重要战略机遇期这样的机遇和挑战,既要保持社会和政治秩序的稳定,同时又要实现社会的又好又快的发展。其根本出路在于提升中国的国际竞争力,国际话语权和国际地位；从国内方面,通过凝聚价值共识、改革共识和利益共识,进一步增强人们的改革信心。以政治制度的恰适性解决制度的不健全、不适应和无效率问题,实现政治制度体系的价值升华、结构优化和功能强化,实现国家治理体系和国家治理能力的现代化。更为重要的是,党的十八大以来制定的各项方针政策和改革发展稳定的实践,也为当前重要战略机遇期抓住机遇提供了强有力的政治保障。
