【摘要】：改革开放以来，我国的政治、经济、社会发展迅速，综合国力显著增强，国民生活水平明显提高，特别是近年，我国的经济总量已跃居世界第二，但文化事业却没有随之加快发展，与经济社会发展极不协调。最近几年，国家持续关注“三农”问题，将社会主义新农村建设和全面建设小康社会提高到国家发展的战略高度，在新农村建设和小康社会建设中着重强调农村文化建设，在政策和资金上给予倾斜和支持，使农村文化建设整体朝着好的方向发展，取得了一定的文化建设成果。本文以农村文化建设为主题，以湘阴县农村文化建设为研究对象，研究了国内外农村文化建设上的相关理论，作为本文的指导思想；重新梳理了文化及农村文化的概念，列举出农村文化建设的特点与其作用，概括了农村文化未来的发展方向，并重点阐述了农村文化建设对于新农村建设、全面小康社会建设的重要作用；总结了湘阴县近几年来在农村文化建设中取得的成绩，对其文化建设中暴露出的诸多问题进行了详细分析和阐述，并从经济、制度、人才等多角度、多维度深入研究分析了产生这些问题的背后原因，力求全面、深入揭示农村文化建设过程中遇到的困难，寻求解决之道。根据湘阴县文化建设过程中的问题和原因提出了加强农村文化建设的措施，这些措施从多角度出发，力求能解决目前农村文化建设中遇到的问题，，使农村文化建设朝着预定的目标前进，满足农民日益增长的文化需求。
[Abstract]:Since the reform and opening up, China's political, economic and social development has been rapid, the overall national strength has significantly increased, the standard of living of the people has improved significantly, especially in recent years, China's total economic volume has leapt to the second largest in the world. However, cultural undertakings have not been accelerated with the development of economic and social development is very inconsistent. In recent years, the country has been concerned about the "three rural" issues. The construction of the new socialist countryside and the overall construction of a well-off society will be raised to the strategic height of national development, with emphasis on the construction of rural culture in the construction of the new countryside and the well-off society. In terms of policy and financial support, the overall development of rural cultural construction towards a good direction, has achieved certain results in cultural construction. This article takes the rural culture construction as the theme, taking Xiangyin county countryside culture construction as the research object, studies the domestic and foreign rural cultural construction related theories, as the guiding ideology of this article; This paper reviews the concept of culture and rural culture, enumerates the characteristics and functions of rural cultural construction, summarizes the future development direction of rural culture, and focuses on the rural cultural construction for the new rural construction. The important role of building a well-off society in an all-round way; This paper summarizes the achievements of Xiangyin County in the construction of rural culture in recent years, analyzes and expounds in detail many problems exposed in the cultural construction of Xiangyin County, and from the aspects of economy, system, talent and so on. Multi-dimensional in-depth research and analysis of the causes behind these problems, and strive to comprehensively, in-depth reveal the difficulties encountered in the process of rural cultural construction. According to the problems and reasons in the process of cultural construction in Xiangyin County, this paper puts forward some measures to strengthen the cultural construction in rural areas, and these measures proceed from various angles. This paper tries to solve the problems encountered in the construction of rural culture at present, to make the construction of rural culture advance towards the predetermined goal, and to meet the increasing cultural needs of farmers.
