拉萨旅游业发展中的政府行为研究

【摘要】:旅游业带动系数大、资源消耗低、综合效益好,对经济增长具有显著的乘数效应,是我国重要的战略性产业。改革开放30多年来,随着我国国民经济的快速发展和人民物质生活水平的不断提升,人们对旅游消费的雪球也越滚越大。《国务院关于加快发展旅游业的意见》提出旅游业发展的全新战略定位——把旅游业培育成国民经济的战略性支柱产业和人民群众更加满意的现代服务业。这是从国家层面对处于转型时期和加速发展时期的中国旅游产业提出的新要求和新任务。 2010年1月,党中央、国务院成功召开了第五次西藏工作座谈会,会议对西藏旅游业的发展作出了具有历史性高度的定位——把西藏建设成为重要的中华民族特色文化保护地和重要的世界旅游目的地。拉萨作为西藏自治区政治、经济、文化的中心,作为“中国优秀旅游城市”及“欧洲游客最喜爱旅游城市”,已经发展成为重要的国内旅游目的地和国际旅游目的地。拉萨旅游业在这样一个高速高效的发展过程中,政府在旅游业发展中的职能和角色就变得既复杂又重要又颇具争议。政府应该采取何种态度、扮演何种角色、发挥何种作用,拉萨旅游业发展中政府行为的理论依据在哪、基础和动因在哪、定位和实施领域在哪、特征与不足在哪以及如何改进提升等问题都是值得旅游业业界和学术界认真思考的问题,对这些问题的分析和回答,都有着重要的理论价值意义和实践意义。 本论文综合采用文献研究法、实地调研法、定量分析与定性分析相结合以及理论分析及实证分析相结合的研究方法,主要从以下四大方面来开展研究:一、理论基础与相关研究概述。在对旅游业、政府行概念界定的基础上,提出论文研究的理论基础,并简要论述理论的基本起源与内涵、理论的核心主张及理论研究对论文研究观点的现实意义。随后在总结前人研究的基础之上,对国内外相关研究进行概述,,并由此提出本论文的研究着重点——拉萨旅游业发展中的政府行为研究阶段。二、拉萨旅游业发展概况及政府行为的基础和动因。回顾和总结拉萨旅游业的发展历程与发展现状,通过拉萨旅游业发展取得的辉煌成就来引出本论文研究出的发点——旅游业发展中政府行为的基础和动因。三、拉萨旅游业发展中政府行为透视及其效果评析。本章节顺承第三部分的研究铺垫,在明确了政府行为存在的重要性和必要性基础上,将拉萨旅游业发展中政府行为归纳为观念行为、政策行为、财政行为、市场行为和服务行为,并指出这些行为的特征与不足。四、完善拉萨旅游业发展中政府行为的几点建议。针对上一章节中政府行为存在的不足,从转变观念、统一认识;科学开发、优化旅游经济结构;合理分配财政资金、均衡区域发展;创新营销方式,培育成熟市场体系;大力推进公共服务能力建设;全面统筹,促进西藏发展的长治久安方面提出几点建议,希望能够对拉萨旅游业发展政府行为的完善有所补益。
[Abstract]:Tourism promoting coefficient, low resource consumption, good comprehensive benefits, has a significant multiplier effect on economic growth, is China's important strategic industry. 30 years of reform and opening up, with the rapid development of China's national economy and the people's living standards improve, people of the tourism consumption is rolling snowball the new strategic positioning. The State Council on accelerating the development of the tourism industry put forward opinions of the development of the tourism industry, the tourism industry developed into a strategic pillar industry of the national economy and the people more satisfied with the modern service industry. This is from the national level to meet the new demand in the transition period and the period of accelerating the development of the tourism industry of Chinese and the new task.
In January 2010, the CPC Central Committee, the State Council has successfully held the Fifth Forum on work in Tibet, has made a historic high, the location of Tibet construction has become an important cultural protection to Chinese characteristics and an important tourist destination in the World Conference for the development of Tibet tourism. Lhasa Tibet autonomous region as the political, economic and cultural center "China, as excellent tourism city" and "European tourists favorite tourist city", has become an important tourism destination in China and international tourism destination. The tourism industry in Lhasa in such a high speed, the development process, the role and functions of government in the development of tourism becomes complex and important another controversial. The government should take what kind of attitude, what role to play, play the role of tourism industry in Lhasa, the government behavior in the development of theoretical basis and real basis in which. Because of where, location and implementation areas, characteristics and deficiencies, and how to improve and upgrade are worth thinking seriously in the tourism industry and academia. It is of great theoretical value and practical significance to analyze and answer these questions.
This paper adopts the method of literature research, field research method, research methods of quantitative analysis and qualitative analysis, theoretical analysis and empirical analysis, mainly from the following four aspects: first, to carry out research and related research overview of the theory. In the tourism industry, based on the definition of the concept of government, theory put forward in this paper, and briefly discusses the origin and connotation of the basic theory, practical significance and theoretical research on the theory of the core ideas of the research point of view. Then on the basis of previous study, the related research at home and abroad are summarized, and put forward the research focus of Tourism development in Lhasa research on the behavior of government. The two stage, basis and motivation of Lhasa tourism development situation and government behavior. The development process and review and summary of the tourism industry in Lhasa, by pulling The foundation and motivation of development of tourism industry has made brilliant achievements, leading to the study of the starting point of tourism development of government behavior. Three, analysis of the effect of perspective and the government behavior in the development of the tourism industry in Lhasa. This chapter the research foreshadowing of the third part, in the basis of clearly the necessity and importance of government behavior on the government behavior in the development of tourism in Lhasa are summarized as the concept of behavior, policy behavior, financial behavior, market behavior and service behavior, and points out the characteristics of these behaviors and shortcomings. Four, some suggestions to improve the development of Lhasa tourism industry in the government behavior.
