习近平开放发展理念研究

【摘要】：2015年10月26日至29日,中共十八届五中全会在北京召开,大会一致通过了关于国民经济和社会发展的第十三个五年规划建议。大会指出,在全面建成小康社会的关键期,突破当前制约我国经济社会发展的各种难题,谋求社会经济发展的新优势,从而顺利实现“十三五”时期的战略目标,必须牢固树立并坚决贯彻落实五大发展理念,即创新发展理念、协调发展理念、绿色发展理念、开放发展理念、共享发展理念。开放发展理念首次被正式提出。建议指出,目前我国经济在更深程度上与世界经济相互融合,开放作为指导国家繁荣发展的必由之路,新阶段我国对外开放水平必须定位更高,必须更加全面、深刻落实互利共赢的对外开放战略,充分发挥我国在国际社会中的积极作用,“提高我国在全球经济治理中的制度性话语权,构建广泛的利益共同体”(1)。在经济发展新常态和全面建成小康社会的决胜阶段,开放成为推进发展转型的新理念。在新的历史起点上,全面、准确理解开放发展理念,探讨开放与发展的客观逻辑,是打造开放新格局,实现中国发展与世界发展更好互动的必然要求。开放既是一种心态也是一种发展理念,推动以增强融入性为特点的开放式发展是新阶段中国实现经济转型、提升中国影响力的客观要求。开放式发展主张提高对外开放水平,增进国际行为主体之间的共识、理解与合作,致力于树立与世界各国同舟共济的“共同体”意识,构建国际政治经济新秩序。推动开放式发展要求在“命运共同体”意识上,构建国际关系的认同基础,通过全面深化改革确立有助于开放的制度基础,进而通过全面参与全球经济合作和竞争,提高中国在世界的制度性和规则性话语权。开放发展新理念,是马克思主义中国化的最新成果之一,体现着新阶段中国发展的创新、灵活、包容与务实。本文共分为五个部分:前言部分,主要介绍了本选题的研究意义、相关文献综述、本文的主要内容、创新点以及论文的主要研究方法等。第一章,主要阐述了习近平开放发展理念提出的时代背景,包括当前国际形势下面临的机遇与挑战以及国内形势下面临的机遇与挑战这两大内容。第二章,论述了习近平开放发展理念的主要内容,这是本文的核心部分,笔者主要从六个方面进行阐述。包括:关于开放发展的重要性;关于开放发展的前提;关于开放发展的动力;关于开放发展的范围;关于开放发展的目的;关于开放发展的原则。通过六个层面多角度地着重论述开放发展理念包括的科学内涵,明确向全世界宣告,中国开放的大门永远都不会关上,中国今后将在更大的范围内、更宽的领域中、更深的层次上提升对外开放发展水平。第三章,介绍了习近平开放发展理念的理论贡献。开放发展理念作为中国特色社会主义理论体系的内容之一,是针对当前错综复杂的国际环境和国内环境,对开放在我国经济社会发展中的重要地位和作用的崭新概括,具有重要的理论贡献:把开放发展理念提升到五大发展理念之一的高度;总结了中国开放发展实践的新经验;丰富了马克思主义的世界发展理论。第四章,明确指出要在实践中深入学习贯彻开放发展理念,把开放发展理念与中国特色社会主义实践结合起来。同时指出,新阶段加快推进开放发展理念落实,不断促进开放发展理念与中国特色社会主义实践的深度融合,要注意的几点内容。

The comprehensive transformation in the new historical starting point, and accurate understanding of the open development concept, objective logic of opening-up and development, is to create an open new pattern, a necessary requirement to achieve development and development of the world China better interaction.
