河北异地商会发展存在的问题及对策研究

【摘要】：伴随着社会的发展，我国全面深化改革的不断深入，政府的管理职能和管理方式必须适应时代发展，不断推陈出新。十八大之后，简政放权成为政府开门的第一件大事，社会组织在社会中扮演的角色越来越凸显。商会作为社会组织的重要组成部分，其在社会管理中的作用也应得到重视。党的十八大报告明确提出，“小政府、大社会”的治理理念，积极引导社会组织健康有序发展，充分发挥群众参与社会管理的基础作用，这一举措为商会发展提供了一个更加明晰的发展空间。异地商会组织作为社会组织的力量，具有政治、经济、文化、社会等参与功能。基于时代发展及社会进步的所需，异地商会组织在社会中扮演的角色越来越重要，对异地商会组织的现状、问题及对策的研究，也显得尤为重要。随着京津冀协同发展战略的不断深化与落实，异地商会组织在推动京津冀政治交流活动、经济发展、文化交流、维护地区稳定、加强国际交流等方面发挥着不可估量的作用。然而，河北省异地商会在服务社会，促进社会发展的同时也显现出有悖于其良性发展的问题。目前河北异地商会组织管理依然存在着诸多不足，登记门槛过高、自治能力不强、行政监管力量薄弱、行政化程度较深、高素质工作人员数量缺乏、信息化建设滞后、资金匮乏等都时有发生，存有的诸多问题严重制约了商会的可持续性发展和职能发挥。因此，要逐步完善河北异地商会的管理，，加强监督体制、重视党建工作、落实法律法规体系的修订、强化内部治理功能等都是应对措施。河北异地商会管理工作的完善将进一步提升河北省社会组织整体水平，助力河北完成京津冀协同发展的对接工作。
[Abstract]:With the development of our society and the deepening of our country's comprehensive deepening reform, the government's management functions and management methods must adapt to the development of the times and constantly bring forth new ones. After the 18 National Congress, simplifying the administration and devolving power has become the first major event for the government to open the door. The role of social organizations in society is becoming more and more prominent. As an important part of social organizations, the role of chambers of commerce in social management should also be taken seriously. The concept of "big society", actively guiding the healthy and orderly development of social organizations, and giving full play to the basic role of the masses in participating in social management, This initiative provides a clearer space for the development of chambers of commerce. As a force of social organization, foreign chamber organizations have political, economic, cultural, social and other participation functions, based on the development of the times and the needs of social progress. The role of foreign chamber of commerce in society is becoming more and more important, and the research on the present situation, problems and countermeasures of the organization is especially important. With the deepening and implementation of the cooperative development strategy between Beijing, Tianjin and Hebei, chambers of commerce in other places are promoting political exchanges, economic development, cultural exchanges, and maintaining regional stability in Beijing, Tianjin and Hebei. Strengthening international exchanges and other aspects plays an inestimable role. However, chambers of commerce in Hebei Province serve the society. While promoting social development, it also shows problems contrary to its benign development. At present, there are still many deficiencies in the organization and management of chambers of commerce in different places in Hebei, the threshold of registration is too high, the ability of autonomy is not strong, and administrative supervision is weak. The degree of administration is deep, the number of high quality staff is short, the information construction lags behind, the funds are scarce and so on. Many problems seriously restrict the sustainable development and function of the Chamber of Commerce. It is necessary to gradually improve the management of chambers of commerce in other places of Hebei, strengthen the supervisory system, attach importance to the work of party building, and implement the revision of the laws and regulations system. The improvement of the management work of Hebei Chamber of Commerce in other places will further enhance the overall level of social organization in Hebei Province and help Hebei complete the joint development of Beijing, Tianjin and Hebei.
