【摘要】：在城乡发展一体化进程中，政府调控和市场机制是两支重要的力量，其中政府调控尤为重要，是城乡发展一体化有序发展的关键和主导。政府调控不仅需要国家政策和制度的创新，更需要地方政府治理的发展，提高政府治理的有效性。乡镇是我国社会的基础，乡镇政府处在中国政权体系中的最末一级，上联国家下接广大农民，并代表国家对农村社会进行治理。实践证明，国家在农村社会的治理好坏，在很大程度上取决于乡镇政府的治理行为。在城乡发展一体化进程中，党和政府对农村的各项政策、方针、法令等在乡村的贯彻落实，都要通过乡镇政府来组织和推进；乡镇政府的治理就成为落实和推进党和国家城乡发展一体化政策和措施的重要环节，也是城乡发展一体化建设的落脚点和基础。城乡发展一体化进程中乡镇政府治理发展如此之重，但尚未得到学术界的足够重视，主要是因为国内研究城乡发展一体化大多集中在解释宏观政策，为国家城乡发展一体化政策寻找理论的合理性，很少涉及研究地方政府治理的发展，尤其是通过乡镇政府治理的发展，来加快城乡发展一体化的进程。本文利用案例研究方法，通过对城乡发展一体化进程中的乡镇政府治理过程的剖析，寻找影响乡镇政府治理发展的主要因子，提高乡镇政府治理的有效性，探索城乡发展一体化进程中乡镇政府治理发展的方向和路径。本文由绪论、主体和结论三部分组成。绪论部分重点分析本研究的缘起及其意义。认为乡镇政府治理发展即是城乡发展一体化建设的落脚点和基础，也是乡镇政府治理发展面临的新挑战。同时乡镇政府治理发展又可以促进城乡发展一体化健康发展。主体分五个章节，分别论述了乡镇政府治理的历史考察、乡镇政府治理发展面临的新挑战、城乡发展一体化进程中乡镇政府治理发展的方向、案例比较分析、城乡发展一体化进程中乡镇政府治理发展的路径选择五个方面。首先，在回顾新中国乡镇政府治理和乡村发展的历程，寻找乡镇政府存在的价值和发展脉络，说明乡镇政府治理在乡村发展过程中发挥过和正在发挥着不可替代的作用和功能，在城乡发展一体化进程中既要整合各种资源要素，又要优化城乡社会管理结构，还要协调各个层面的经济利益和城乡居民的民主诉求等等。每一项政策、措施都离不开政府的调控和引导，因此城乡发展一体化的重点在农村，难点也在农村。作为在乡村一线，具体组织实施的乡镇政府，面临的政治、经济、社会条件不断发生变化，而且面临城乡发展一体化进程不断变化带来的挑战，需要通过治理的发展来适应和促进城乡发展一体化。其次，善治是城乡发展一体化进程中乡镇政府治理发展的方向。治理理论告诉我们，乡镇政府治理发展不仅仅是乡镇政府自身的事情，它还取决于乡镇政府横向和纵向关系，也取决于政府、市场、社会的良性互动与合作，实现“善政”到“善治”的转变。建立以乡镇公共事务和责任为中心的“人”和“事”的善治分析框架，从人的角度分析，，乡镇政府治理发展可以视作为政府、市场、社会三者之间的权力结构和权力关系随公共事务调整与塑造的过程，强调以“人”为核心的多中心治理；从事的角度分析，乡镇政府治理发展就是围绕乡镇政府公共事务的权力分配与合作的过程，强调以“事”为中心，按分权和合作的原则，调整、优化乡镇政府治理职能，适应城乡经济社会发展的要求。最后，探讨城乡发展一体化进程中乡镇政府治理发展的路径选择。通过对苏北两个乡镇政府治理的个案调查，用善治的分析框架来诠释正处于城乡发展一体化进程中乡镇政府治理发展的过程，寻找影响乡镇政府治理发展的因子。构建以“人”为核心，乡镇各行动主体，县乡（镇）政府、民间组织、农民和私人部门等之间的合作治理；以“事”为中心，乡镇政府治理职能的优化与调整；以期规范乡镇政府管理行为，发展农村基层民主，培育民间组织，实现多元行动主体和利益主体的良性互动，建立多元社会主体结构下的和谐新农村。本研究的意义和目标在于明确乡镇政府治理发展不仅是一个自发的过程，而且是一个由乡镇政府为主导的全社会主动建构的过程。乡镇政府治理发展有其双面性，因此需要在熟悉其内在规律的基础上因势利导，遏制其被动性的发展，而将其主动性充分激活，从而建立加快城乡发展一体化进程的现代化的乡镇治理体系。
[Abstract]:In the integration of urban and rural development in the process of government regulation and market mechanism are two important forces, which the government regulation is very important, is the key and leading the orderly development of the integration of urban and rural development. The government regulation requires not only the innovation of national policy and system, but need to develop local government governance, improve the effectiveness of government governance of the township. This paper uses the method of case study, through the analysis of the integration of urban and rural development in the process of governance of the township government, to find the main factors affecting the development of township government governance, improve the effectiveness of the governance of the township government, to explore the direction and path of development of township government in the process of integration of urban and rural development.
This paper consists of introduction, body and conclusion of three parts. The introduction part focuses on the analysis of the origin and significance of this study. Think that the development of township government governance is the basic foothold and the integration of urban and rural development, is a new challenge facing the development of township government governance. At the same time, the development of township government governance and promote the healthy development of the integration of urban and rural development subject. Divided into five chapters, respectively discusses the history of governance of the township government, the new challenges for the development of township government governance, development and governance of the township government in the process of integration of urban and rural development direction, comparative analysis of cases, the development path of governance of the township government in the process of integration of urban and rural development in five aspects.
