中国经验与非洲发展:借鉴、融合与创新

【摘要】：中国在改革开放30多年里成功使7亿多人摆脱贫困,并一跃成为仅次于美国的世界第二大经济体。正在渴求摆脱贫困和实现发展的非洲国家迫切希望了解、学习和借鉴中国在经济发展和政治治理方面的经验。总体来看,两方面的中国经验值得非洲国家关注:一是实行渐进式改革,摆正了改革、发展与稳定三者的关系,以与时俱进的"发展观"统领发展大局;二是拥有强有力的、致力于发展的政府、富有远见卓识的领导人以及正确的政策。然而,非洲国家间国情的差异使不同国家对中国经验学习与借鉴的态度与重点会有所不同,平等性、双向性与适应性是推动中国经验与非洲发展融合的关键。展望未来,中国经验也必然在非洲的发展过程中,通过与非洲大陆特有的历史文化传承及政治经济社会生态相结合,走出自己的创新发展之路。
[Abstract]:In the more than 30 years of reform and opening up, China has succeeded in lifting more than 700 million people out of poverty and has leapt to become the world's second largest economy after the United States. African countries eager to extricate themselves from poverty and achieve development are eager to understand. Learn from and learn from China's experience in economic development and political governance. Generally speaking, the two aspects of China's experience deserve the attention of African countries. One is the implementation of gradual reform, which corrects the relationship between reform, development and stability. With the "development view" of the times to lead the overall development; second is to have a strong, committed to development of the government, visionary leaders and the right policy. The differences in the national conditions of African countries make different countries have different attitudes and emphases on learning and learning from China's experience. Equality, bidirectional and adaptability are the keys to promote the integration of China's experience and African development. China's experience must be combined with the historical and cultural heritage and political, economic and social ecology of the African continent in the process of African development, and find its own way of innovation and development.
