政务失信及其治理对策研究

【摘要】：诚信是中华民族的传统美德。学界对诚信的理解,涵盖了伦理学、法学、经济学、社会学、心理学等多个研究角度。政务诚信不同于一般概念上的诚信,它既有诚信的基本属性,又有其特殊性,要求政务人员要在政务活动中做到诚实守信。政务守信作为政务诚信的首要要求和基本内涵,其基本内涵就是要待民以诚、对民守信。政务失信是与政务诚信相对应的范畴,指的是政务诚信的缺乏和丧失。从人性论、媒体报道和广大群众的亲身感受等方面,我们可以明确知道当前中国社会确实存在着政务失信问题。当前中国的政务失信现象虽然不占主流,但己经比较严重,对政治、经济、文化、社会等方面都可能有较大危害。政务失信的主要表现是承诺言行相悖,政策朝令夕改,信息暗箱操作,政绩造假和庸懒散拖、不作为、慢作为、乱作为。政务失信的产生过程是动态的、复杂的,在这个过程中多重因素相互作用。具体说来,可从制度环境、诚信文化和官员对自利的不当追求三个方面来分析。政务失信治理的指导思想是中国特色社会主义理论体系,其目标为提高政务诚信水平和社会信用水平,其要求是政府主导和社会共同参与。治理政务失信,必须健全相关制度安排,要创新政务评价制度,建立及时回应民众需求制度,完善政务失信监督制度,健全政务失信惩戒制度。治理政务失信,必须要重视失信治理的工具选择,要科学运用管制工具规制自利冲动,大力发展信息工具制约自利行为,合理利用市场工具规范自利裁量。治理政务失信,必须要建立文化方略,要树立政务诚信价值观,弘扬政务诚信传统美德,营造诚实守信的社会氛围。
[Abstract]:Honesty is the traditional virtue of the Chinese nation.The understanding of honesty in academic circles includes ethics, law, economics, sociology, psychology and so on.The integrity of government affairs is different from the general concept of honesty and credit. It has both the basic attributes of honesty and its particularity, which requires government officials to be honest and trustworthy in government affairs activities.As the primary requirement and basic intension of government honesty, the basic connotation of government administration is to treat the people with sincerity and keep their faith to the people.Government dishonesty is a category corresponding to government integrity, which refers to the lack and loss of government credibility.From the point of view of human nature, media reports and the masses' personal feelings, we can clearly know that there is a problem of government dishonesty in Chinese society at present.At present, the phenomenon of government dishonesty in China is not the mainstream, but it is serious and may be harmful to politics, economy, culture, society and so on.The main manifestation of government dishonesty is the contradiction of promises and deeds, the change of policy, the operation of information box, the falsehood and idleness of political achievements, the inaction, the slow action and the disorderly action.The process of government dishonesty is dynamic and complex, in which multiple factors interact.Specifically, it can be analyzed from three aspects: institutional environment, culture of integrity and improper pursuit of self-interest by officials.The guiding ideology of governance of government dishonesty is the theoretical system of socialism with Chinese characteristics. Its goal is to improve the level of government honesty and social credit, and its requirement is the government leading and the society participating together.It is necessary to perfect the arrangement of relevant systems, innovate the evaluation system of government affairs, establish the system of responding to the needs of the public in time, perfect the supervision system of government affairs dishonesty, and perfect the disciplinary system of government affairs dishonesty.In order to deal with government dishonesty, we must pay attention to the choice of tools, use control tools scientifically to regulate self-interest impulse, vigorously develop information tools to restrict self-interest behavior, and make rational use of market tools to regulate self-interest discretion.In order to deal with the breach of trust in government affairs, we must establish a cultural strategy, set up the values of honesty in government affairs, carry forward the traditional virtue of honesty in government affairs, and create a social atmosphere of honesty and trustworthiness.
