网络政治参与环境下政治稳定的达成

【摘要】：信息革命的席卷以及互联网技术的进步和成熟,推动人类进入了一个全新的信息化时代。网络不仅已渗透到人类生活的方方面面,而且在根本上模塑着一个国家的政治、经济、社会形态。在政治领域,互联网一改传统政治参与的形式和途径,推动着政治参与方式的变革与创新；其自身所具备的交互性、传播性、广泛性、开放性等特性,极大地拓展了政治参与的空间和时间范围,让公民有更多的机会和更大的力量与国家权力进行政治博弈。互联网的普及壮大了网络政治参与的力量和士气,一方面丰富了政治参与的主体,另一方面也创新了政治参与的途径,使现代化的网络政治参与呈现出平等性、便捷性、隐匿性等特点。除此之外,互联网也创新了政府与公民之间的互动模式,为政府实施有效的治理提供了新的渠道。这种新兴的互动方式在生成新的政权合法性基础的同时,培育了公民的权利、责任和法律意识,催生了网络民主的产生和发展,奠定了政治稳定的基石。政治稳定是社会发展进步的前提和基础,不管是在宏观的制度、政策层面还是在微观的道德、心理领域,政治稳定都为有序化的网络政治参与提供了良好的外部环境。然而,互联网这一新生事物并不是完美无缺的,随着网络政治参与程度的日益深化,其隐含的群体极化、道德伦理失范等问题也在不断显露,动摇着政治稳定的根基,日益受到人们的广泛关注。本文拟从新时代互联网技术的特性出发,分析互联网对公民政治生活的影响,着重讨论网络时代公民政治参与的新特点,进而通过对达成政治稳定的前提条件的分析,探讨网络政治参与与政治稳定之间的张力关系,得出在网络政治参与的大环境下实现政治稳定的一些必要举措。
[Abstract]:With the development of the information revolution and the development of Internet technology, mankind has entered a new information age.The network has not only infiltrated every aspect of human life, but also molded a country's politics, economy and society.In the political field, the Internet changes the form and approach of traditional political participation, promotes the transformation and innovation of the political participation mode, and has the characteristics of interactivity, dissemination, extensiveness, openness and so on.It greatly expands the space and time range of political participation and gives citizens more opportunities and more power to engage in political games with state power.The popularity of the Internet has strengthened the strength and morale of network political participation. On the one hand, it has enriched the main body of political participation, on the other hand, it has also innovated the way of political participation, so that modern network political participation presents equality and convenience.Occult, etc.In addition, the Internet also innovates the mode of interaction between government and citizens, and provides a new channel for government to implement effective governance.This new way of interaction not only generates the legitimacy foundation of the new regime, but also cultivates the citizen's right, responsibility and legal consciousness, and accelerates the emergence and development of network democracy, and lays the foundation stone of political stability.Political stability is the premise and foundation of social development and progress. Political stability provides a good external environment for orderly network political participation, both in macro system, policy level and micro moral, psychological field.However, the new thing of Internet is not perfect. With the deepening of the degree of network political participation, the hidden problems of group polarization, moral and ethical anomie are also emerging, shaking the foundation of political stability.People pay more and more attention to it.Starting from the characteristics of Internet technology in the new era, this paper analyzes the influence of Internet on citizen's political life, and discusses the new characteristics of citizen's political participation in the network age, and then analyzes the precondition of achieving political stability.This paper probes into the tension relationship between network political participation and political stability, and draws some necessary measures to realize political stability under the environment of network political participation.
