【摘要】：一个国家对石油的拥有量和使用量,已成为衡量一个国家综合国力的重要因素。由于石油是不可再生的资源,因此对石油资源的争夺和控制,确保石油供应安全成为一个国家对外政治、经济和军事战略的重要目标。为保证国家和企业的原油供应安全,加快建设国家原油储备系统建设,具有重要战略意义。而在原油储备库建设项目中,HSE风险管理是重要环节,因此,根据风险管理理论与方法,结合QZ原油库建设项目实际,探究其HSE风险管理改进,具有现实意义。本文针对QZ原油储备库建设项目HSE风险管理的实际情况,在参照一般风险管理基本步骤的基础上按照HSE风险管理规划、HSE风险识别、HSE风险评估、HSE风险应对四个流程对HSE风险管理过程进行了改进研究。首先介绍实际业务中各步骤的基本操作流程,然后在结合项目实际的基础上运用成熟的风险管理理论对HSE风险管理的四个步骤各自进行分析并提出改进意见。本文旨在,通过查找QZ原油储备库建设项目HSE风险管理存在的问题提出改进方案,为其他同类工程项目的顺利开展提供一套系统、科学、合理的HSE风险管理参考方案。通过文章的研究,可以使后期的阅读者正确认识在QZ原油储备库建设项目运作过程中各类影响因素之间的相互联系、相互支持、相互作用的关系;确保HSE风险管理活动能够在系统性、同一性和规范性的前提下运作;文中按照持续改进的运行方式形成有效的HSE风险管理改进方法具有一定的合理性和可行性。
[Abstract]:A country's possession and use of oil has become an important factor to measure a country's comprehensive national strength. Because oil is a non-renewable resource, it is an important target of a country's foreign politics, economy and military strategy to control and control oil resources and ensure the security of oil supply. It is of great strategic significance to ensure the safety of crude oil supply and accelerate the construction of national crude oil reserve system. HSE risk management is an important link in the construction project of crude oil reserve. Therefore, it is of practical significance to explore the improvement of HSE risk management according to the risk management theory and method, combined with the actual construction project of QZ oil depot. This paper aims at the actual situation of HSE risk management in QZ crude oil reserve construction project. On the basis of referring to the basic steps of general risk management, HSE risk management process is improved according to HSE risk identification and risk assessment. This paper first introduces the basic operation flow of each step in the actual business, and then analyzes the four steps of HSE risk management based on the mature risk management theory and puts forward some suggestions for improvement. The purpose of this paper is to find out the problems existing in HSE risk management of QZ crude oil reserve construction project, and to provide a set of systematic, scientific and reasonable reference scheme for HSE risk management for the smooth development of other similar projects. Through the research of the article, readers in the later period can correctly understand the relationship among the various influencing factors in the operation of QZ crude oil reserve construction project, which can support each other and interact with each other. To ensure that the HSE risk management activities can operate under the premise of systematization, identity and standardization, it is reasonable and feasible to form an effective HSE risk management improvement method according to the continuous improvement operation mode.
