“一带一路”战略下塔中关系的发展与合作研究

【摘要】：2013年,中国国家主席习近平提出了“一带一路”发展战略,希望利用创新的合作方式,推动中国与沿线各国经济合作,促进地区发展与繁荣。塔吉克斯坦在“一带一路”的建设中具有特殊的地位,是“丝绸之路经济带”上的支点国家。从“一带一路”建设的战略视角研究塔中两国关系发展及其合作具有重要理论和实践意义。论文共分三部分,研究了塔吉克斯坦独立以来塔中两国关系发展;在中国“一带一路”建设中塔吉克斯坦的重要地位;塔中两国在一带一路建设中的合作、问题及对策。两国建交至今,在两国领导人的共同努力下,双方政治互信不断加深,其中经济合作不断深化,文化往来日益密切,两国已经建立了战略伙伴关系。在上合组织框架下,塔中双方相互支持,开展军事安全合作,打击三股势力,共同维护区域和平与稳定。塔中战略伙伴关系为两国进一步发展奠定了坚实的政治、经济、军事和文化基础。中国提出的“一带一路”建设倡议得到中亚各国的积极响应和支持。塔吉克斯坦是中亚地区国家,在中国“一带一路”建设中占据重要地位。在打造新“亚欧大陆桥”和“中国—中亚—西亚”经济走廊建设中,塔吉克斯坦作为中亚国家都是必经之地。中国“丝绸之路经济带”建设也将为塔吉克斯坦带来投资、技术和产能领域的广泛合作。在“一带一路”发展战略推动下,塔中两国的经济联系更加密切,双边贸易水平不断上升,贸易便利化程度也日益发展。然而,由于塔吉克斯坦地处中亚地区,经济发展水平不高,也存在“三股势力”等复杂的地区安全形势,使塔中经贸合作潜藏一定风险。这些问题成为制约塔中一带一路建设合作中的影响因素。为此,塔中两国应适时地抓住机遇,将“一带一路”发展战略视为发展塔中关系,促进塔中多领域合作的重要契机。应加强塔中两国各层次的沟通与协调,完善双边合作机制,优化投资环境,提高合作绩效。不断加强塔中两国人文交流,以消除疑虑,增强互信。相信在双方的共同努力下,塔中经贸等领域的合作将迎来更加美好的明天。
[Abstract]:In 2013, Chinese President Xi Jinping put forward the "Belt and Road" development strategy, hoping to use innovative cooperation to promote economic cooperation between China and countries along the route, and promote regional development and prosperity. Tajikistan has a special position in the construction of Belt and Road and is the fulcrum of the Silk Road Economic Belt. It is of great theoretical and practical significance to study the development of relations and cooperation between China and Tajikistan from the strategic perspective of "Belt and Road" construction. The thesis is divided into three parts. It studies the development of relations between Tajikistan and China since the independence of Tajikistan, the important position of Tajikistan in the construction of "Belt and Road" in China, and the cooperation, problems and countermeasures between the two countries in the construction of Belt and Road. Since the establishment of diplomatic relations between the two countries, thanks to the joint efforts of the leaders of the two countries, mutual political trust between the two sides has been deepened, in which economic cooperation has been deepened and cultural exchanges have become increasingly close, and the two countries have established a strategic partnership. Under the framework of the SCO, the two sides have supported each other in carrying out military security cooperation, cracking down on the three forces, and jointly maintaining regional peace and stability. The strategic partnership has laid a solid political, economic, military and cultural foundation for the further development of the two countries. China's Belt and Road initiative has received positive responses and support from Central Asian countries. Tajikistan is a country in Central Asia and plays an important role in the construction of Belt and Road in China. In the construction of the new Eurasian Continental Bridge and China-Central Asia-West Asia Economic Corridor, Tajikistan, as a Central Asian country, is a necessary place. The construction of China's Silk Road Economic Belt will also bring about extensive cooperation in investment, technology and production capacity in Tajikistan. Driven by the development strategy of "Belt and Road", the economic ties between the two countries are closer, the bilateral trade level is rising, and the degree of trade facilitation is also developing day by day. However, due to the fact that Tajikistan is located in Central Asia, the level of economic development is not high, and there are complex regional security situations such as the "three forces", there is a potential risk for economic and trade cooperation between Tajikistan and China. These problems have become the influence factors in the construction and cooperation of Belt and Road in Tarim. Therefore, the two countries should seize the opportunity and regard the development strategy of "Belt and Road" as an important opportunity to develop the relations between the two countries and promote the cooperation in various fields between the two countries. We should strengthen the communication and coordination between China and Tajikistan at all levels, perfect the mechanism of bilateral cooperation, optimize the investment environment and improve the cooperation performance. Continue to strengthen cultural exchanges between the two countries in order to remove doubts and enhance mutual trust. It is believed that with the joint efforts of the two sides, cooperation in economic, trade, and other fields between the two countries will usher in a better tomorrow.
