冷战后欧盟与湄公河地区国家关系的发展及影响研究

【摘要】：冷战结束后,“一超多强”成为了国际关系的基本格局。以美国为主导的北约不断东扩,强化了美国在欧洲事务中的地位,这与欧盟的独立愿望背道而驰。为了促进自身发展,制约美国,欧盟积极加强自身在湄公河地区的经济和政治存在,在政治、经济、社会文化等多个领域与湄公河地区国加强了合作,而欧盟对于东南亚地区的政策也对欧盟本身、湄公河地区国家、中国以及它们相互之间的关系产生了各不相同的影响。本文通过归纳欧盟对湄公河地区的政策,以及欧盟与湄公河地区国家关系发展的进程,研究这些政策对中国可能产生的影响。本文对欧盟对湄公河地区的政策内容目标等进行了大致的归纳梳理,从政策出台的背景分析了欧盟对湄公河地区的战略政策出台的影响因素,对政策内容进行了梳理,从政治安全、非传统文化、经贸合作、社会文化四个方面分析了欧盟与湄公河地区国家关系发展的过程,从而在此基础上,对这种关系发展对欧盟、湄公河地区国家和中国产生的影响进行了阐述。通过归纳分析,本文认为,欧盟对湄公河地区国家的政策有利于欧盟改善自身在湄公河地区的形象,提升欧盟在国际生的声望和影响力,从而在长远上获得更多的经济和政治利益,与此同时,欧盟在湄公河地区对各种事务的参与,有利于湄公河地区国家消除贫困,促进经济发展和该地区的和平稳定。而在对中国的影响上,本文着重分析了欧盟与湄公河地区关系发展可能带来的负面影响,并认为中国应该解决好在湄公河地区的历史遗留问题,找好政治、经济和文化的平衡点,明确自身在双边、多边和跨区域三个层面的利益关系,积极的应对和解决这些负面影响,进一步发展中国与欧盟、与湄公河地区国家的关系。
[Abstract]:After the end of the Cold War, "one super and more powerful" has become the basic pattern of international relations. NATO's continued eastward expansion, led by the United States, has strengthened America's position in European affairs, which runs counter to the EU's desire for independence. In order to promote its own development and restrict the United States, the European Union has actively strengthened its economic and political presence in the Mekong region, and strengthened its cooperation with the Mekong countries in political, economic, social and cultural fields. The EU's policy towards Southeast Asia has had a different impact on the EU itself, the Mekong countries, China and their relationships with each other. This paper sums up the policies of the EU towards the Mekong region and the process of the development of the relations between the EU and the Mekong countries, and studies the possible impact of these policies on China. In this paper, the EU's policy content and objectives of the Mekong region are summarized, and the influencing factors of the EU's strategic policy on the Mekong region are analyzed from the background of the policy, and the content of the policy is combed. From four aspects of political security, non-traditional culture, economic and trade cooperation, and social culture, this paper analyzes the process of the development of the relationship between the EU and the Mekong region. The influence of Mekong countries and China is expounded. Through summing up and analyzing, this paper holds that the EU's policy towards the Mekong countries is conducive to improving the EU's image in the Mekong region and enhancing the prestige and influence of the EU in international life. At the same time, the participation of the EU in various affairs in the Mekong region is conducive to eradicating poverty and promoting economic development and peace and stability in the Mekong region. In terms of its impact on China, this paper focuses on analyzing the possible negative impact of the development of the relationship between the EU and the Mekong region, and believes that China should solve the historical problems left over in the Mekong region and find a good politics. The balance point of economy and culture, make clear the interest relation of oneself in bilateral, multilateral and cross-regional level, deal with and solve these negative effects actively, further develop the relationship between China and EU, and with Mekong region countries.
