印度XX电站工程主机岛开发控制研究

【摘要】:随着科学技术和建设事业的不断发展,建设项目的规模越来越大,技术性、系统性越来越强,复杂程度也越来越高,特别是近几年火电建设项目的单个装机容量在不断提高。国内外学者与总承包企业对电力工程总承包项目的控制与实施,进行了深入地探讨与研究,并积累了一定的经验。在国内火电总承包项目执行中,,多年的实践及国家标准及规程的指导,为国内总包企业相对比较完备的项目控制体系奠定了坚实的基础。然而这套体系在实施海外工程项目时,由于国外工程实践的影响、当地业主多年形成的惯例以及法律制度、社会政治、经济发展、金融财税、文化差异、地理人文、风俗习惯等的限制,及业主认同及理解等因素的影响,使体系作用的发挥受到了极大的制约。 本文通过对印度XX电站工程的范围、特点、标准进行深入的分析,将质量、进度、费用等三个主要方面作为主线,以设计、采购、生产、发货、安装指导和调试指导、风险分析和预算管理为对象,找出了该项目执行的特点和难点。之后通过运用美国项目管理协会主推的项目管理方法即9大知识体系,从质量、进度和成本等三个方面制定了适合项目执行的控制方案。最后通过具体的措施,保证了方案的执行并在项目供货结束后初步实现了项目的目标,收到了较好的效果。
[Abstract]:With the continuous development of science and technology and construction, the scale of construction projects is becoming larger and larger, technical, systematic and complex degree is more and more high, especially in recent years, the single installed capacity of thermal power construction projects is increasing. Domestic and foreign scholars and general contracting enterprises have deeply discussed and studied the control and implementation of general contracting projects of electric power engineering and accumulated some experience. In the execution of domestic thermal power general contract project, the practice for many years and the instruction of national standard and regulation have laid a solid foundation for the relatively complete project control system of domestic general contracting enterprise. However, in the implementation of overseas engineering projects, due to the influence of foreign engineering practices, the practices formed by local owners over the years, as well as the legal system, social and political, economic development, finance and taxation, cultural differences, geography and humanities, The restriction of custom and custom, and the influence of owner's identity and understanding, make the function of the system greatly restricted. Through the in-depth analysis of the scope, characteristics and standards of the XX power station project in India, this paper takes the three main aspects of quality, schedule and cost as the main line to design, purchase, produce, ship, install and debug instruction. Risk analysis and budget management are used to find out the characteristics and difficulties of the project implementation. Then, by using the project management method of American Project Management Association, that is, 9 knowledge systems, the control scheme suitable for project execution is established from three aspects: quality, schedule and cost. Finally, through the concrete measures, the implementation of the project is guaranteed and the goal of the project is preliminarily realized after the completion of the supply of the project, and good results are obtained.
