政策试点何以扩散:基于房产税与增值税改革的比较研究

【摘要】：政策试验是中国政治实践对政策过程理论的独特贡献,近年来成为中国政治学、公共管理学研究的热点问题。然而,现有文献多聚焦于中国研究视角,缺乏与公共政策过程经典理论对话的尝试。论文在政策过程理论基础上提出了政策试点何以扩散这一根本性问题,通过中国房产税与增值税改革的案例比较研究发现,有效平衡利益相关者的政策试点更有可能成功,并进一步向全国范围扩散。基于中国政策实践提炼的理论框架和因果机制不仅适用于税制改革,还可以应用于其他政治、经济、社会政策领域;不仅对中国政策试点扩散现象具有解释力,也对拓展政策扩散经典理论有所贡献。
[Abstract]:Policy experiment is the unique contribution of Chinese political practice to the theory of policy process, and it has become a hot issue in the research of Chinese political science and public management in recent years. However, most of the existing literatures focus on the perspective of Chinese research and lack the attempt of dialogue with the classical theory of public policy process. Based on the theory of policy process, the paper puts forward the fundamental question of how to spread the policy pilot. Through the case study of the reform of property tax and value-added tax in China, it is found that the policy experiment of effectively balancing stakeholders is more likely to succeed. And further spread across the country. The theoretical framework and causality mechanism based on Chinese policy practice can be applied not only to tax reform, but also to other fields of political, economic and social policy. It not only explains the phenomenon of policy pilot diffusion in China, but also contributes to the expansion of the classical theory of policy diffusion.
