美国人才战略的回顾及启示

【摘要】：美国是一个科技大国,它拥有广袤的土地、丰富的自然资源。但真正使它富强、不断创新和可持续发展的首要原因,当属它开放的政治、经济制度和面向全球的人才战略。美国的人才战略有开放、务实、阶段性、包容性、整体性和与时俱进等特点。尽管在历史的过程中,它的人才政策因为政治、种族文化和意识形态的原因有过波折和不尽如人意之处,但总体上,在有识政治领袖的引领下,美国的人才政策一次次都成功地克服了来自不同方面的阻力和干扰,维护了包容和开放的人才环境,小心翼翼地保护着国家的创新能力和核心竞争力,使可持续性的国家创新成为可能。在中国深化改革,面向全球的时代,回顾美国建国以来的人才战略,对我们有重要的启示。
[Abstract]:The United States is a science and technology power, it has vast land, rich in natural resources. But the primary reason for its prosperity, innovation and sustainable development is its open political, economic system and global talent strategy. The talent strategy of the United States is characterized by openness, pragmatism, phases, inclusiveness, integrity and keeping pace with the times. Although in the course of history, its talent policy has experienced twists and turns and unsatisfactory because of political, racial, cultural and ideological reasons, on the whole, under the guidance of knowledgeable political leaders, Over and over again, the talent policy of the United States has successfully overcome the resistance and interference from different sources, maintained an inclusive and open talent environment, and carefully protected the innovation ability and core competitiveness of the country. Make sustainable national innovation possible. In the era of deepening China's reform and facing the world, it is important for us to review the talent strategy of the United States since the founding of the people's Republic of China.
