大数据时代的科技风险研究

【摘要】：科学技术从出现到今天,以惊人的速度和不可思议的深度渗透到了人类社会的方方面面,已经成为推动人类文明发展的重要力量,给人类带来了巨大的物质财富和改造世界的强大力量。与此同时,科技风险作为科学技术的副产品也如影随影地扩散到整个世界当中,与社会政治、经济、文化生产了不可分离的耦合,多种因素相互交织、相互影响,比之前更为复杂。所以如何管理科技风险、促使科学技术趋利避害是关乎人类社会发展存续的重大议题。大数据作为当代科学技术发展的重要产物,正以不可阻拦的磅礴气势,再次推动了人类社会的发展与变革,人类社会进入了大数据时代。在这样的深刻背景下,本文从科学技术哲学的视角出发,通过文献研究、交叉学科研究等方法,分别对科技风险和大数据进行了深入的理论分析。在总结科技风险特征、阐释科技风险产生原因的同时,分析了科技风险的发展演变过程,全面深入地理解了科技风险。从解读大数据的特征和产生背景入手,归纳总结了大数据时代科技风险的特征,分析了大数据时代的发展过程。在对科技风险和大数据充分研究的基础上,提出了以风险预防、风险控制、风险消减为内容的大数据时代科技风险管理体系。阐释了大数据时代科技风险管理的主体、客体,以制度建设为核心对大数据时代科技风险管理的途径和方式阐述了自己的看法。希望能够丰富科技风险的研究成果,为大数据时代科技风险管理提供有益的参考,促进科学技术和社会的和谐共进。
[Abstract]:From its appearance to today, science and technology have penetrated into all aspects of human society with astonishing speed and incredible depth, and have become an important force in promoting the development of human civilization. It has brought great material wealth to mankind and a powerful force to transform the world. At the same time, as a by-product of science and technology, scientific and technological risk has spread to the whole world, coupled with social, political, economic and cultural production, and many factors are intertwined and influenced each other. It is more complicated than before. Therefore, how to manage the risk of science and technology and promote the advantages and disadvantages of science and technology is an important issue related to the development of human society. Big data, as an important product of the development of contemporary science and technology, is again promoting the development and transformation of human society with an unstoppable momentum, and the human society has entered the big data era. Under such a profound background, this paper from the perspective of philosophy of science and technology, through literature research, cross-disciplinary research and other methods, respectively, the risk of science and technology and big data carried on in-depth theoretical analysis. This paper summarizes the characteristics of science and technology risks, explains the causes of science and technology risks, analyzes the development and evolution of science and technology risks, and fully and deeply understands the science and technology risks. Starting with the interpretation of the characteristics and background of big data, this paper sums up the characteristics of scientific and technological risks in big data era, and analyzes the development process of big data era. On the basis of full research on scientific and technological risk and big data, this paper puts forward a scientific and technological risk management system in big data era, which is based on risk prevention, risk control and risk abatement. This paper expounds the subject and object of scientific and technological risk management in big data's era, and expounds its own views on the ways and means of scientific and technological risk management in big data era with system construction as the core. I hope to enrich the research results of scientific and technological risk, provide useful reference for scientific and technological risk management in big data era, and promote the harmonious progress of science and technology and society.
