工程的社会问题:以化学工程为例

【摘要】：工程社会学作为一个新兴学科领域,目前尚未成为社会学的分支领域。这种学科情形与其自身缺乏对工程的外部社会问题研究和评估相关,为此必须要把工程的社会问题研究作为工程社会学的一个重要主题对待。目前社会问题社会学已经不再把社会问题理解为既定的问题事实,而是坚持以社会问题定义和社会问题建构两种范式来认识社会问题。本文对工程的社会问题进行了内外区分,并突出了工程的外部社会问题研究。然后把化学工程作为工程的社会问题研究的一个典型领域,表明化学工程的社会问题识别和解决倾向于对社会问题建构范式的理论支持。同时指出,不能以一套既有的规范和指南解决化学工程的社会问题,必须要针对具体的化学工程,对其负面的社会影响程度和范围进行专业性和社会性评估,以便为具体地认识化学工程社会问题的现象特征和发生过程以及调动社会力量解决问题奠定基础。
[Abstract]:As a new discipline, sociology of engineering has not yet become a branch of sociology, which is related to its lack of research and evaluation of the external social problems of engineering. Therefore, it is necessary to treat the study of social problems in engineering as an important subject of engineering sociology. At present, social problems are no longer understood as established problem facts in sociology of social problems. Instead, we insist on using the definition of social problems and the construction of social problems as two paradigms to understand social problems. This paper makes an internal and external distinction between the social problems of engineering and the construction of social problems. It also highlights the study of external social problems of engineering. Then chemical engineering is regarded as a typical field of social problems in engineering. It is indicated that the identification and solution of social problems in chemical engineering tend to support the construction paradigm of social problems. At the same time, it is pointed out that the social problems of chemical engineering should not be solved by a set of existing norms and guidelines, but must be aimed at specific chemical engineering. The degree and scope of its negative social impact are evaluated professionally and socially in order to lay a foundation for the understanding of the phenomenon characteristics and occurrence process of the social problems in chemical engineering and the mobilization of social forces to solve the problems.
