大佛寺煤矿应急救援预案的编制与管理

【摘要】:煤炭企业的安全生产是一个综合复杂的过程,生产环节多,工作场所和生产条件不断变化,各类灾害事故严重威胁着煤矿的安全生产。应急预案对增强煤矿企业安全生产灾害事故的应急管理能力、有效控制和处理灾害事故具有重要作用。本论文以陕煤彬长公司大佛寺煤矿为研究对象,,旨在为该煤矿建立科学完善的应急预案管理体系。 论文在总结分析国内外应急预案管理体系以及相关领域研究现状和理论成果的基础上,从大佛寺煤矿安全生产及应急管理实际出发,从预防、预备、响应、恢复四个阶段对该矿应急预案管理体系进行了全面的分析;依据国家有关法律法规等,运用德尔菲法对大佛寺矿主要危险源进行辨识与评价,确定了该矿主要危险源的类型和等级,即:瓦斯灾害为最高危险等级,火灾灾害为较高危险等级,煤尘灾害、机电事故、顶板灾害为较低危险等级,水文灾害、运输事故为低危险等级;设计了大佛寺矿应急救援预案管理体系,包括组织体系、运作体系、保障体系以及实施要点和监管模式;以该矿最高危险等级危险源------瓦斯灾害事故为例,编制了专项应急预案,包括目的、依据、原则、致灾因素分析、预防与处理以及预案管理等;最后,制定了符合大佛寺矿当前安全生产现状的应急预案培训内容与演习方式,并通过实施应急知识管理和应急文化建设,提升矿井的应急救援能力和员工应急素质,实现大佛寺煤矿安全高效的可持续发展。
[Abstract]:The safety production of coal enterprises is a comprehensive and complex process, with many production links, and the workplace and production conditions are constantly changing. All kinds of disasters and accidents seriously threaten the safety of coal mine production. It is very important to control and deal with disasters and accidents effectively. This paper takes Dafosi Coal Mine of Shaan Coal Bingchang Company as the research object in order to establish a scientific and perfect emergency plan management system for this coal mine. On the basis of summing up and analyzing the management system of emergency plan at home and abroad as well as the current research situation and theoretical achievements in related fields, this paper starts from the reality of safety production and emergency management in Dafosi Coal Mine, starting from the prevention, preparation and response. The emergency plan management system of the mine has been comprehensively analyzed in the four stages of restoration. According to the relevant laws and regulations of the state, the Delphi method has been used to identify and evaluate the main hazard sources in Dafusi Mine. The types and grades of the main hazard sources in the mine are determined, that is, the gas disaster is the highest dangerous grade, the fire hazard is the higher dangerous grade, the coal dust disaster, the electromechanical accident, the roof disaster are the lower dangerous grade, and the hydrological hazard is the lowest. The management system of emergency rescue plan in Dafosi Mine is designed, including organization system, operation system, security system, key points of implementation and supervision mode. Taking the mine's highest danger level hazard source-gas disaster accident as an example, a special emergency plan is compiled, including the purpose, basis, principle, disaster factors analysis, prevention and treatment, and plan management; finally, The training contents and exercise methods of emergency plan in accordance with the present situation of safety production in Dafosi Mine are formulated. Through the implementation of emergency knowledge management and the construction of emergency culture, the emergency rescue ability of mine and the emergency quality of the staff are improved. To realize the sustainable development of safety and efficiency in Dafusi Coal Mine.
