变电所技改与扩建项目安全管理研究

【摘要】:安全生产是社会生产力发展水平的综合反映,是经济发展、社会进步的基础、前提和保障,是构建和谐社会的重要内容。电力系统是当今世界最庞大、最复杂的人工系统之一,电力系统一旦发生故障,不仅会造成巨大的经济损失,影响人民正常的生活,还会危及公共安全,造成严重的社会影响。 变电所技改与扩建项目是电力企业施工环节的重要组成部分,是生产的电量能够顺利传输的基础条件。纵观变电所建设过程中发生的各类事故,技改和扩建过程中发生的人身和设备事故占了相当大比例,而事故的发生无不与项目安全管理的不力相关。为了解决这个问题,本文做了以下工作。 首先,对变电所技改与扩建项目的安全管理现状和各类事故的原因进行充分、全面分析,对现行变电所改扩建过程中的安全管理方法进行了调查总结,指出了现有安全管理模式的优缺点。 其次,介绍了现代安全管理方法在变电所技改与扩建项目的应用,重点介绍了安全性评价,分析各个过程影响变电所技改与扩建项目安全管理水平的具体指标。采用层次结构分析(AHP)法对各个层次指标进行分析和定量计算,得出每个层次各个指标的权重比例。 最后,采用模糊综合评价法对实际变电所技改与扩建项目进行安全管理水平评价。
[Abstract]:Safety production is the comprehensive reflection of the development level of social productive forces, the foundation, premise and guarantee of economic development and social progress, as well as the important content of building a harmonious society. Power system is one of the largest and most complex artificial systems in the world today. Once the power system breaks down, it will not only cause huge economic losses, affect people's normal life, but also endanger public safety and cause serious social impact. The technical transformation and extension project of the substation is an important part of the construction link of the electric power enterprise and the basic condition for the smooth transmission of the electricity quantity produced. In order to solve this problem, the personal and equipment accidents in the process of technical transformation and extension account for a large proportion, and the accidents are all related to the weak management of project safety. In order to solve this problem, this paper has done the following work. First of all, the present situation of safety management and the causes of all kinds of accidents are fully analyzed, and the methods of safety management in the process of transformation and expansion of substation are investigated and summarized. The advantages and disadvantages of the existing security management mode are pointed out. Secondly, the paper introduces the application of modern safety management method in the technical transformation and extension project of substation, with emphasis on the safety evaluation. This paper analyzes the concrete indexes which affect the safety management level of the technical transformation and extension project of the substation. The analytic hierarchy analysis (AHP) method is used to analyze and calculate the indexes of each level, and the weight ratio of each index is obtained. Finally, the fuzzy comprehensive evaluation method is used to evaluate the safety management level of the technical transformation and extension project of the actual substation.
