水上应急物资储备选址—分配问题研究

【摘要】:接连发生的水上突发事件,不仅对经济造成巨大损失,还对环境带来巨大破坏。国家针对水上应急物资储备的资金投入不断加大,未来还要建设一批水上应急物资储备库。科学合理规划水上应急物资储备工作,降低应急物资储备的成本,有效应对各种水上突发事件,成为亟待解决的问题。本文研究水上应急物资储备选址-分配问题,主要从水上应急物资储备库选址-分配,水上应急物资政企联合储备选址-分配,水上应急物资储备库选址-配船3个方面展开。(1)考虑水上自然条件的影响,将储备库选址问题和应急物资分配问题集成考虑;建立了水上应急物资储备库选址-分配优化模型,并针对模型设计了遗传算法求解;通过算例分析验证模型和算法的有效性。考虑应急物资的需求的不确定性,建立了三角模糊需求下的水上应急物资储备库选址-分配优化模型,并针对模型设计遗传算法求解;通过算例分析验证模型和算法的有效性。(2)研究应急物资政企联合实物储备合作机理,分析了联盟参与人之间的博弈关系,建立了联盟收益模型,运用shapley值解决合作联盟收益分配问题,最后分析了联盟的稳定性。研究政企联合储备下水上应急物资储备库选址-分配问题,建立了双层优化模型;上层规划模型解决应急物资储备库选址-分配问题,下层规划解决政企联合储备问题:针对模型设计了遗传-贪婪混合启发式算法求解;通过算例分析显示,应急物资政企联合能够降低政府建立储备库的总成本,参与政企联合储备的企业可以从联盟中获得一定收益,验证了模型和算法的有效性。(3)将水上应急物资储备库选址-分配问题和应急救助船舶的配备问题集成考虑,建立离散非线性整数规划模型;针对模型分别设计了混合启发式算法和遗传算法;以环渤海溢油事故为例,对两个算法的计算效率进行比较;对模型的计算结果进行敏感性分析,并对假设条件进行了Uncertainty-Sensitivity分析;验证了模型和算法的有效性。
[Abstract]:Successive water emergencies have not only caused huge losses to the economy, but also caused tremendous damage to the environment. The state has continuously increased its investment in water emergency material reserves. In the future, we will also build a batch of water emergency material reserves, scientifically and rationally plan the water emergency material reserve work, reduce the cost of the emergency material reserve, and effectively deal with all kinds of water emergencies. It is an urgent problem to be solved. This paper studies the problem of water emergency material reserve site-allocation, mainly from the water emergency material storage site-allocation, water emergency materials and enterprises joint reserve site-allocation, Firstly, considering the influence of the natural condition on the water, the problem of the location of the storage and the allocation of the emergency materials are considered, and the optimization model of the location and distribution of the emergency material on the water is established. The genetic algorithm is designed to solve the model, and the validity of the model and algorithm is verified by an example. The uncertainty of the demand for emergency materials is considered. The location allocation optimization model of water emergency material reserve is established under triangular fuzzy demand, and the genetic algorithm is designed to solve the model. By analyzing the validity of the model and the algorithm, the paper studies the cooperation mechanism of emergency material, analyzes the game relationship among the participants, and establishes the profit model of the alliance. Shapley value is used to solve the problem of cooperative alliance income distribution. Finally, the stability of the alliance is analyzed. The problem of site-allocation of emergency material reserve on the water of joint government and enterprise reserve is studied, and a bilevel optimization model is established. The upper planning model solves the site-allocation problem of the emergency material reserve, the lower level programming solves the joint government and enterprise reserve problem: a genetic greedy hybrid heuristic algorithm is designed to solve the problem. The combination of government and enterprises in emergency supplies can reduce the total cost of establishing a reserve bank by the government, and the enterprises participating in the joint reserve of government and enterprises can obtain certain benefits from the alliance. The validity of the model and algorithm is verified. (3) considering the site-allocation problem of water emergency material storage and the problem of emergency ship allocation, a discrete nonlinear integer programming model is established. A hybrid heuristic algorithm and a genetic algorithm are designed for the model. The computational efficiency of the two algorithms is compared by taking the oil spill accident in the Bohai Sea as an example. The sensitivity of the model results is analyzed and the hypothetical conditions are analyzed by Uncertainty-Sensitivity. The validity of the model and algorithm is verified.
