安全风险管理在米轨铁路车务安全中的应用研究

【摘要】：铁路生产的复杂性、危险性决定了在生产过程中高风险的存在,特别作为米轨铁路来说,受设备陈旧、投入减少等因素影响,安全风险尤为突出。如何预知风险,并降低或消除安全生产风险,建立完善的安全风险管理防范体系,预防各类事故发生,实现安全生产目标,是我们亟待解决的问题。本文以风险管理方法为手段,采用了文献检索、调研、案例调查与分析等方法,在继承米轨铁路行之有效的安全管理经验和方法的基础上,针对存在的问题,系统论述了米轨铁路车务在安全管理中所面临的各种风险。应用安全风险管理相关理论和法则,对所识别的主要风险进行分析、安全评估、风险控制全过程讨论,并研究相应的风险对策,提出有效实施风险对策的措施和方法,构建一个基于风险管理的、具有米轨铁路生产特色及良好的可操作性的车务现代安全管理体系。从目前的情况看,推行安全风险管理,强化了干部职工的安全防范意识,明确了安全管理目标,推进了安全生产标准化建设,规避或消除了部分安全管理风险,从而减小了管理成本,取得了较好的实践效果。对米轨铁路车务安全风险管理的研究可为其他类似的山区铁路车务安全管理提供借鉴,同时也可为即将开通的泛亚铁路国际通道的安全风险管理打下基础。
[Abstract]:The complexity and danger of railway production determine the existence of high risk in the process of production, especially as a meter rail railway, the safety risk is especially prominent because of the outmoded equipment and reduced investment.How to predict the risk, reduce or eliminate the risk of production safety, establish a perfect safety risk management and prevention system, prevent all kinds of accidents, and achieve the goal of production safety, are the problems we need to solve.Based on the risk management method, this paper adopts the methods of literature retrieval, investigation, case investigation and analysis. On the basis of inheriting the effective safety management experience and method of the meter-rail railway, the paper aims at the existing problems.This paper systematically discusses all kinds of risks in safety management of meter rail railway.Based on the relevant theories and rules of safety risk management, this paper analyzes the main risks identified, discusses the whole process of safety assessment and risk control, studies the corresponding risk countermeasures, and puts forward the measures and methods to effectively implement the risk countermeasures.A modern safety management system based on risk management, with the characteristics of meter rail railway production and good maneuverability, is constructed.Judging from the current situation, the implementation of safety risk management has strengthened the safety prevention consciousness of cadres and workers, defined the safety management objectives, advanced the construction of safety production standardization, and evaded or eliminated some of the safety management risks.Thus, the management cost is reduced and good practical results are obtained.The research on the safety risk management of the meter rail railway can be used as a reference for other similar mountain railway safety management, and it can also lay a foundation for the safety risk management of the international corridor of the Trans-Asian Railway.
