高速公路应急管理组织体系设计与评价研究

【摘要】:公路交通是中国综合运输体系的重要组成部分,对中国经济的快速发展具有重要作用。随着中国经济的快速发展和工业化进程的进一步加快,高速公路的建设规模也在逐年加大,但是高速公路的管理水平却严重滞后于其发展规模。近年来,自然灾害、安全生产事故、公共卫生事件时有发生,加之高速公路运输量逐年增加,高速公路应急管理面临严峻的安全形势。交通运输部根据国务院的统一部署,于2009年4月修订并发布了《公路交通突发公共事件应急预案》,各省级行政区的交通主管部门根据本地实际情况也陆续制定了公路交通应急预案或应急保障处置方案。针对日益严峻的安全形势,如何在保证高速公路现有发展速度的形势下,,正确处理其建设规模与其组织管理能力不匹配的客观矛盾,将是中国高速公路管理研究领域需要长期探索的重要问题。 本文在分析中国高速公路应急管理组织体系现状的基础上,以河北省为例,将组织结构作为一种社会系统进行研究,以应急管理组织体系的外部环境适应能力为设计重点,以期建立一个合理有效、综合全面的高速公路应急管理组织体系;本文利用组织结构有序度来评价应急管理组织体系的信息传递效率,选取组织柔性度指标来描述应急管理组织体系适应内外部环境的能力,以期得到客观正确的评价结果。 研究结果表明,高速公路应急管理组织体系应从社会系统角度进行构建,高速公路应急管理组织体系应包括控制系统、操作系统和协调系统,高速公路应急管理组织体系应分级为四级递归层次结构;本文构建了基于熵理论的高速公路应急管理组织体系评价模型,实例评价结果表明:经过可生存性系统模型改造后的高速公路应急管理组织体系更有利于快速准确的传递信息,其组织结构具有更好的灵活性和适应能力,对内外部环境有更强的适应能力。
[Abstract]:Highway traffic is an important part of China's comprehensive transportation system and plays an important role in the rapid development of China's economy.With the rapid development of Chinese economy and the further acceleration of industrialization, the construction scale of expressway is also increasing year by year, but the management level of expressway lags behind its development scale seriously.In recent years, natural disasters, accidents in production safety, public health incidents have occurred from time to time, combined with the increase of expressway transport volume year by year, expressway emergency management is facing a severe security situation.According to the unified arrangement of the State Council, the Ministry of Transport,In April 2009, the Emergency Plan for Highway Traffic Emergencies was revised and published, and the traffic departments of the provincial administrative regions formulated the emergency plans or emergency protection schemes according to the actual local conditions.In view of the increasingly severe security situation, how to correctly deal with the objective contradiction between the construction scale and the ability of organization and management under the situation of guaranteeing the existing speed of highway development,It will be an important issue in the field of highway management research in China.Based on the analysis of the present situation of the emergency management organization system of expressway in China, taking Hebei Province as an example, this paper studies the organizational structure as a social system, and focuses on the adaptability of the external environment of the emergency management organization system.In order to establish a reasonable, effective and comprehensive expressway emergency management organization system, this paper uses the organization structure order degree to evaluate the efficiency of information transmission of the emergency management organization system.The index of organizational flexibility is selected to describe the ability of the emergency management organization system to adapt to the internal and external environment in order to obtain objective and correct evaluation results.The results show that the expressway emergency management organization system should be constructed from the perspective of social system, and the expressway emergency management organization system should include control system, operating system and coordination system.The emergency management organizational system of expressway should be classified into four levels of recursive hierarchy, and the evaluation model of expressway emergency management organizational system based on entropy theory is constructed in this paper.The evaluation results show that the expressway emergency management organization system after the survivability system model transformation is more conducive to the rapid and accurate transmission of information, and its organizational structure has better flexibility and adaptability.Have stronger adaptability to internal and external environment.
