【摘要】：随着山东半岛蓝色经济区正式上升为国家战略、青岛西海岸新区升级为国家级经济新区,青岛董家口港区正以前所未有的速度迅猛发展。 2009年3月1日,国家正式批复《董家口港区总体规划》,将董家口港区定位为国家重要枢纽港——青岛港的重要组成部分。港区规划面积60.2平方公里、码头岸线长约35.3公里,泊位数112个,航道水深-20米,一个崭新的亿吨综合性大港呼之欲出[]。随着青岛港董家口港区建设的全面铺开,青岛水域船舶交通安全风险逐步加大,对提升海事监管和服务工作水平提出了更高的要求。本文通过分析在建的董家口港区的自然状况、航道状况、交通状况等影响水运安全的各项因素,并展望未来的发展规划,通过层次分析法确定了影响董家口港区水域通航安全的评价指标及权重,并采用模糊综合评价的方法,对董家口港区水域通航安全状况做出评价。通过对董家口港区水域通航安全的评价,以期能更系统、更科学的评估董家口港区水域的通航安全状况,为港口的建设和发展、为海事安全监管工作提供借鉴和参考,为保障本辖区通航安全、通航效率及海洋环境作出贡献。
[Abstract]:With the rise of the blue economic zone of Shandong Peninsula as a national strategy, the new area of Qingdao West Coast has been upgraded to a new national economic zone, and the Dongjiakou Port area of Qingdao is developing at an unprecedented speed. On March 1, 2009, the State formally approved the General Plan of Dongjiakou Port District, which positioned the Dongjiakou Port area as an important part of the important national hub port-Qingdao Port. The planned area of the port area is 60.2 square kilometers, the wharf coastline is about 35.3 kilometers, the number of berths is 112, the waterway depth is -20 meters, and a new comprehensive port of 100 million tons is ready to emerge []. With the construction of Dongjiakou Port in Qingdao Port spreading out in an all-round way, the risk of ship traffic safety in Qingdao waters is gradually increased, which puts forward higher requirements for improving the level of maritime supervision and service. This paper analyzes the natural condition, waterway condition and traffic condition of Dongjiakou Port area under construction, and looks forward to the future development plan. The evaluation indexes and weights affecting the navigable safety in Dongjiakou Port area are determined by AHP, and the navigable safety status in Dongjiakou Port area is evaluated by using the fuzzy comprehensive evaluation method. Through the evaluation of navigable safety in Dongjiakou Port area, in order to evaluate the navigable safety situation of Dongjiakou Port area more systematically and scientifically, and to provide reference and reference for the construction and development of port and maritime safety supervision, In order to ensure the safety of navigation, navigation efficiency and marine environment to contribute.
