基于公共安全的新疆石油公路运输安全治理研究

【摘要】：新疆因其特殊的地理位置而处于“丝绸之路经济带”的关节点上,油气资源极其丰富,石油资源的开发和利用对新疆乃至全国的经济社会发展具有战略重要性。新疆石油运输的主要渠道是公路运输,而出事故最多的也是公路运输,外加上石油资源不可再生,且易燃、易爆,具有放射性和腐蚀性,一旦发生事故,将导致重大的事故灾难,因而研究新疆石油公路运输安全对于保障公共安全意义重大。本研究在既有学术研究的基础上,将石油公路运输安全治理过程划分为事故预防和事故处置两个阶段,并综合运用应急管理理论、关键点控制、安全经济学、安全技术管理等现代安全管理理论,采取定量分析与定性分析相结合的研究方法对政府、市场与社会在新疆石油公路运输安全治理中的角色扮演展开了较为深入的探讨,并得出了相应的研究结论。本研究详细分析了新疆石油公路运输安全治理模式及其存在的问题,并结合自建的SPSS“新疆石油公路运输安全事故”数据库,探讨了石油公路运输事故的基本特征及其发生的政府诱因、企业诱因以及自然因素。为了进一步完善新疆石油公路运输安全治理结构,提高新疆公共安全水平,本研究认为,政府-市场-社会分阶段合作治理是根本解决之道。在事故的预防阶段,运输单位自治应从构建安全文化、加大公司的安全信息技术建设力度、推进车队和驾驶员管理的制度建设、制定系统化的应急预案、严格实行安全责任制等方面发挥主导性作用;政府应从提高运输资质准入标准、优化运输环境、与石油运输企业建立定期的合作机制等方面进行事前监管。在事故的应急处置阶段,政府应从完善石油运输安全治理框架、促进救援力量在时间和空间上的科学分布、设立统一的石油运输安全管理指挥中心、充分发挥交管部门在应急救援中的作用等方面发挥主导性作用;而运输单位应从及时派送出倒灌的油罐车、及时指派有关技术人员等方面予以支持;现场公众及时报警、相互扶助、自觉维护秩序、积极参与救援、听从指挥等社会参与则是事故顺利处置的重要保证。
[Abstract]:Because of its special geographical location, Xinjiang is at the juncture of "Silk Road Economic Belt", and oil and gas resources are extremely rich. The exploitation and utilization of petroleum resources is of strategic importance to the economic and social development of Xinjiang and even the whole country. The main channel of oil transportation in Xinjiang is road transportation, and the most accidents are also road transportation. In addition to the non-renewable oil resources, they are flammable, explosive, radioactive and corrosive. Once an accident occurs, Therefore, it is of great significance to study the safety of Xinjiang petroleum highway transportation for the protection of public safety. On the basis of the existing academic research, the paper divides the safety management process of petroleum highway transportation into two stages: accident prevention and accident disposal, and synthetically applies emergency management theory, key point control, safety economics, etc. The modern safety management theory, such as safety technology management, adopts the research method of combining quantitative analysis and qualitative analysis to probe into the role of government, market and society in the safety management of Xinjiang petroleum highway transportation. The corresponding conclusions are obtained. This paper analyzes the safety management mode of Xinjiang petroleum highway transportation and its existing problems in detail, and combines with the database of SPSS "Xinjiang Petroleum Highway Transportation Safety accident". This paper discusses the basic characteristics of petroleum highway transportation accident and the government inducement, enterprise inducement and natural factor. In order to further improve the safety management structure of Xinjiang petroleum highway transportation and improve the level of public safety in Xinjiang, this study holds that the government-market-society cooperation governance is the fundamental solution. In the stage of accident prevention, the autonomous transportation unit should construct safety culture, strengthen the construction of safety information technology, promote the system construction of motorcade and driver management, and formulate systematic emergency plan. The government should improve the qualification of transportation, optimize the transportation environment, and establish a regular cooperation mechanism with oil transportation enterprises. In the emergency phase of the accident, the government should improve the safety management framework of oil transportation, promote the scientific distribution of rescue forces in time and space, and set up a unified oil transportation safety management command center. Give full play to the leading role of traffic control departments in emergency rescue and rescue; while transport units should provide timely support from sending out poured oil tankers and assigning relevant technical personnel in a timely manner, and the public at the scene should report to the police in a timely manner, Mutual support, conscious maintenance of order, active participation in rescue, obeying orders and other social participation is an important guarantee for the smooth handling of accidents.
