【摘要】:日照港是伴随着我国改革开放诞生、成长起来的新兴沿海港口,经过30年的建设,已经成为全国重点发展的20个主枢纽港之一。日照港由石臼和岚山两个港区组成。根据日照港总体规划,岚山港区划分为南、中、北三个作业区。岚山港区被定位为日照市的重工业园区,重点发展冶金和临海工业。日照钢厂是该工业园区举足轻重的企业,铁矿石全部依赖进口。但目前岚山港区主要是利用南作业区5万吨级的2#、6#通用泊位进行矿石接卸作业,到港船型受到了较大限制,因此建设30万吨级矿石码头是十分必要的。为提升港口吞吐能力,服务临港工业发展,30万吨级矿石码头建成后成为水上永久性固定建筑物,且靠离该码头作业的船舶频繁进出港,在一定程度上改变了港口的通航环境,因此,本文研究30万吨级矿石码头及船舶进出港通航安全是十分必要的。在本文中,首先阐述了论文的研究背景和意义、与本论文相关的国内外研究现状以及本文的研究内容和技术路线;然后对30万吨级矿石码头所在水域的通航环境如自然环境、港口环境、交通环境等进行了介绍;由于影响码头安全营运及船舶通航安全的因素有很多,本文结合30万吨级矿石码头所在水域的通航环境,依据近年来相关数据统计资料,运用系统学的观点对影响通航安全的因素进行了全面分析,分别排查系统中可能存在影响的风险因素,进而建立风险评价体系,并利用D-S证据理论对30万吨级矿石码头船舶的通航风险进行了评价;最后,根据评价结果和风险指标,分析30万吨级矿石码头和船舶进出港通航安全中存在的主要问题及风险的主导因素,并针对性的提出风险缓解措施,为码头安全营运、海事部门安全监管提供参考依据。
[Abstract]:Rizhao port is a newly developed coastal port with the birth of China's reform and opening up. After 30 years of construction, it has become one of the 20 main hub ports in the country. Rizhao port is composed of two port areas of stone mortar and Arashiyama. According to the overall planning of Rizhao Port, the Arashiyama port division is divided into South, middle and North operating areas. The Arashiyama port area is determined. It is a heavy industrial park in Rizhao City, focusing on the development of metallurgical and coastal industry. Rizhao steel plant is an important enterprise in this industrial park. Iron ore is all dependent on imports. But at present, Arashiyama port area is mainly used in the South operation area of 50 thousand tons 2#, 6# general berth to carry on the ore delivery and unloading industry, and the ship type has been greatly restricted to the port, so construction 30 A ten thousand ton Grade Ore Wharf is very necessary. In order to improve port throughput and serve the development of port industry, the 300 thousand ton Grade Ore Wharf becomes a permanent fixed building after completion of the port, and it has changed the navigable environment of the port to some extent by the frequent entry and exit of the ship from the dock, so the 300 thousand ton grade ore code is studied in this paper. In this paper, the background and significance of the research, the status of domestic and foreign research, the research content and technical route of this paper, and the navigation environment of the 300 thousand ton Grade Ore Wharf, such as natural environment, port environment and traffic environment, are first expounded in this paper. In this paper, the factors affecting the safe operation of the wharf and the navigation safety of the ship are many. In this paper, based on the navigation environment of the water area of the 300 thousand ton Grade Ore Wharf, according to the statistical data of the relevant data in recent years, the factors that affect the navigation safety are comprehensively analyzed with the viewpoint of systematics, and the possible investigation system is possible. The risk factors are established, and the risk evaluation system is established, and the navigation risk of the 300 thousand ton Grade Ore Wharf is evaluated by D-S evidence theory. Finally, according to the evaluation result and risk index, the main problems and the leading risk factors of the 300 thousand ton Grade Ore Wharf and the ship entering and entering the port are analyzed. And put forward risk mitigation measures pertinent to provide reference for safety operation of wharf and maritime department safety supervision.
