建设工程第三方安全监管服务模式研究

【摘要】：建筑业在我国各行业中属于高危行业,每年都有大量的建筑安全事故发生并造成了恶劣的后果如人身伤亡、财产损失。随着工程项目向着大型化、复杂化的方向发展,施工过程中的安全隐患也在不断增加,而一旦安全事故发生,后果将非常严重。在分析和总结了我国建设工程安全管理现状,政府、业主对建设工程的安全监管,监理单位的安全监理情况的基础上,经调查和文献阅读总结得出当前我国政府的安全监管力量不足,监理单位的安全监理落实情况不佳,业主安全监管技术水平不足而且安全监管并非主要职责的结论。为了改善我国当前建设工程安全管理现状,补充政府安全监管力量的不足,弥补监理单位安全监理不力,帮助业主提高对施工现场安全监管的水平,本文提出在建设工程安全监管中引入第三方服务这一模式。在对业主以及施工单位进行问卷调查时显示,绝大部分相关管理人员和施工人员对第三方安全监管机构提供安全监管服务这种模式表示欢迎和认可。建设工程第三方安全监管,指在建设工程安全管理领域成立不依赖于政府或建筑企业的第三方安全监管组织机构,为政府或建筑企业提供独立、专业、客观、公正的安全监管服务。本文在分析了目前已经存在的第三方安全服务组织的存在形式和弊端的基础上,借鉴其他行业第三方服务模式的应用与问题,提出了政府购买专家服务模式和科研机构受委托参与安全监管模式这两种改进的模式,并用实际案例加以说明。论文希望通过这两种第三方安全监管模式的构建为政府安全监管力量的补充以及企业安全管理水平的提高提供思路和指导。
[Abstract]:Construction industry is a high risk industry in all sectors of our country. A large number of building safety accidents occur every year and cause bad consequences, such as personal casualties and property losses. With the development of engineering projects to large-scale, complex direction, the security risks in the construction process are increasing, and the consequences will not occur once the safety accidents occur. It is often serious. On the basis of the analysis and summary of the safety management status of construction projects in China, on the basis of the safety supervision of the construction projects and the safety supervision of the supervision units by the government and the owners, the lack of the current government's safety supervision force is concluded by the investigation and literature reading, and the safety supervision of the supervision units is not well implemented and the owners are safe. In order to improve the current situation of the safety management of construction projects in China, in order to improve the current situation of the safety management of construction projects in China, to supplement the shortage of the government's safety supervision force, make up for the poor supervision of the supervision units and help the owners improve the level of the safety supervision of the construction site, this paper puts forward in the safety supervision of the construction project. The model of third party service is introduced. In the questionnaire survey of the owners and the construction units, the vast majority of the relevant managers and construction workers welcome and approve the safety supervision service provided by the third party safety regulators. The third party safety supervision of the construction project refers to the safety management in the construction project. The third party security regulatory organization, which does not rely on government or construction enterprises, provides independent, professional, objective and fair security supervision services for government or construction enterprises. Based on the analysis of the existing forms and disadvantages of the existing third party security service organizations, this paper draws on the third party service model of other industries. With the application and problems, this paper puts forward two modes of improvement of government purchase expert service mode and scientific research institution being entrusted to participate in safety supervision mode, and illustrates with actual cases. The paper hopes to supplement the government security supervision force and improve the level of enterprise safety management through the construction of the two third party security supervision modes. Provide ideas and guidance.
