基于社会承受度的劳保用品质量安全风险预警技术研究

【摘要】：本论文的研究内容来源于《产品质量安全性验证与风险预警技术研究》,该课题是“十二五”国家科技支撑计划课题(项目编号：2013BAK04800)。随着社会经济的不断发展,产品种类日益增多,我国产品质量安全事件频发,对民众的身体健康和财产损失造成危害,而由于劳保用品质量问题引发的人身伤亡事故也屡见不鲜。在这些产品质量安全事件中,由于人们的心理状态、认知水平,文化差异的不同,造成不同人群对产品质量安全事件的承受能力也不同。本文从社会承受度的角度开展劳保用品质量安全风险预警技术研究。根据社会学和风险管理等理论基础,建立劳保用品质量安全社会承受度理论,基于系统科学理论、风险预警理论等理论基础,采用定性分析、定量分析和案例分析等研究方法,对我国劳保用品质量安全风险预警技术进行了理论分析和实证研究,并建立了劳保用品质量安全风险预警信息管理系统。论文主要从以下五个方面进行研究并取得了相应的研究成果：(1)结合社会学、公共管理学和风险管理等理论原理,开展产品质量安全的社会承受度理论研究,研究影响社会公众对产品质量安全风险认知能力及风险承受能力的因素,分析社会总体和个体对产品质量安全风险的适应、调节和反应规律,形成产品质量安全风险的社会承受度理论。以劳保用品消费者为对象调研社会公众对此类产品的社会承受度指数。(2)从劳保用品自身危害因素即物理性危害、化学性危害、生物性危害三类影响因素构建产品质量安全评价指标体系；考虑各危害因素对于人体和民众的暴露性,计算各危害因素暴露性指数。(3)以产品质量安全风险评价为基础,使用层次分析法计算各评价指标体系中各指标的权重；将量化的指标值与所对应的权重进行加权运算,得出预警指数,构建产品质量安全社会承受度的预警模型；最后,划分出合理的预警等级。(4)通过对工业安全帽预警的实证研究,验证预警方法选择和预警系统构建的合理性和科学性,能够从人身伤害角度对产品进行质量安全风险预警,同时在预警的过程中能够实现基于社会承受度的风险预警,进而说明预警方法和模型能够在产品质量安全事件中发挥积极作用。(5)建立了劳保用品质量安全信息管理系统,分析了系统需求,并对质量安全检测信息模块,质量安全检测信息预警模块和质量安全事件预警模块进行了功能分析和设计。
[Abstract]:The research content of this thesis comes from "Research on Product quality and Safety Verification and risk early warning Technology", which is a national science and technology support project of "12th Five-Year Plan" (item No.: 2013BAK04800). With the development of social economy, the variety of products is increasing day by day, and the accidents of product quality and safety occur frequently in our country, which is harmful to the health of the people and the loss of property. As a result of the quality of labor insurance supplies caused by personal injury accidents are common. In these product quality safety events, because of the different psychological state, cognitive level and cultural difference of people, the tolerance ability of different people to product quality and safety events is also different. In this paper, the quality and safety risk early warning technology of labor insurance supplies is studied from the angle of social tolerance. Based on the theories of sociology and risk management, this paper establishes the theory of social tolerance of quality and safety of labor insurance supplies, based on the theory of system science and the theory of risk warning, and adopts qualitative analysis, quantitative analysis and case analysis, etc. This paper makes a theoretical analysis and empirical study on the quality and safety risk early warning technology of labor insurance supplies in China, and establishes an early warning information management system for the quality and safety risk of labor insurance supplies. The thesis mainly carries on the research from the following five aspects and has obtained the corresponding research result: 1) unifies the sociology, the public management science and the risk management theory principle, carries on the product quality safety social tolerance theory research, This paper studies the factors that influence the social public's cognition ability and risk bearing ability of product quality safety risk, and analyzes the adaptation, regulation and reaction law of the society as a whole and individuals to the product quality safety risk. Forming the social tolerance theory of product quality and safety risk. Taking the consumer of labor insurance products as the object of investigation, the social tolerance index of this kind of products is investigated by the public. The evaluation index system of product quality and safety is constructed by three kinds of biological hazard factors, and the risk assessment of product quality and safety is based on the risk assessment of product quality and safety, considering the exposure of each hazard factor to human body and people, and calculating the exposure index of each hazard factor. Using analytic hierarchy process to calculate the weight of each index in the evaluation index system; the quantitative index and the corresponding weights are weighted to get the early warning index to build the early warning model of product quality and safety social tolerance; finally, Through the empirical research on industrial safety helmet early warning, it verifies the rationality and science of early warning method selection and early warning system construction, and can carry on the quality safety risk early warning to the product from the personal injury angle. At the same time, the risk early warning based on social tolerance can be realized in the process of early warning, which shows that the early warning method and model can play an active role in product quality and safety events. The requirements of the system are analyzed, and the function analysis and design of the information module of quality and safety detection, the early warning module of quality and safety detection information and the early warning module of quality and safety events are carried out.
