安全风险理论在LKJ车载设备管理中的运用

【摘要】:铁路运输安全是铁路行业最为关注的问题,铁路行车安全设备是铁路运输安全保障体系中的重要组成部分。列车运行监控记录装置(LKJ)是保证列车安全、快速运行至关重要的设备。2012年,铁路总公司全面推行安全风险管理,要求各路局、站段对面临的安全风险进行全面分析,突出重点领域和关键环节,全面准确掌控风险点,采取有效措施控制、消除安全风险。 作为铁路基层设备维护单位,直接面对一线的生产组织和安全管理,如何将安全风险管理理论运用到现场生产组织和安全管理中,如何让安全风险控制手段在管理流程中、作业过程中起到效果,针对这些问题,进行了一系列的研究和实践。 本文作者参与组织了LKJ基层管理车间安全风险管理的学习、分析、构建、推行以及效果评估,本文对于安全风险管理的推行来说,具有很强的现实意义和操作性。 论文主要研究内容包括: (1)研究了安全风险管理在国内外的起源、发展,在国内外铁路行业的应用。 (2)对安全风险管理的核心理论和关键技术进行了学习研究,明确了构建安全风险管理的基本步骤和流程。 (3)分析阐述了昆明铁路局LKJ车载设备的管理特点和要求,以及基层管理中存在的问题和桎梏。 (4)按照安全风险管理的要求,对LKJ车载设备风险进行了识别和评估,确定了风险源、点和风险等级。 (5)根据确定的风险,展开对LKJ车载设备安全风险的控制研究。分岗位责任、基础管理、过程控制、安全预警、应急处置、监督考核、综合保障六个部分构建安全风险管理控制体系。 (6)对实行安全风险管理后,LKJ车载设备管理方面等综合情况进行了评估,肯定了安全风险管理的实际效果,并对持续推进提出了建议。 从实际效果来看,本文对安全风险管理在LKJ中的应用研究是可行的,有效保障了行车安全,提高了运输效率,控制了职工违章,使得LKJ车载设备的管理进入了规范、科学的运转轨道。
[Abstract]:Railway transportation safety is the most concerned problem in railway industry. Railway safety equipment is an important part of railway transportation safety guarantee system. LKJ) is an important equipment for ensuring train safety and running quickly. In 2012, the Railway Corporation fully implemented safety risk management and required all railway bureaus and stations to conduct a comprehensive analysis of the safety risks faced by them. Focus on key areas and key links, fully and accurately control risk points, take effective measures to control, eliminate security risks. As the maintenance unit of basic railway equipment, facing the production organization and safety management directly, how to apply the safety risk management theory to the field production organization and safety management, how to let the safety risk control means in the management process, In order to solve these problems, a series of research and practice are carried out. The author participated in the study, analysis, construction, implementation and effect evaluation of safety risk management in LKJ grass-roots management workshop. This paper has a strong practical significance and maneuverability for the implementation of safety risk management. The main contents of this paper are as follows: 1) the origin and development of security risk management at home and abroad are studied. The core theory and key technology of safety risk management have been studied and studied in the application of railway industry at home and abroad. This paper clarifies the basic steps and flow chart of constructing safety risk management, analyzes and expounds the management characteristics and requirements of LKJ vehicular equipment in Kunming Railway Administration. In accordance with the requirements of safety risk management, the risk of LKJ vehicular equipment is identified and evaluated, and the source, point and grade of risk are determined. The research on the safety risk control of LKJ vehicle equipment is carried out. Post responsibility, basic management, process control, safety early warning, emergency disposal, supervision and assessment, This paper evaluates the comprehensive situation of LKJ vehicle equipment management after the implementation of safety risk management, and confirms the practical effect of safety risk management. Suggestions are put forward for continuous advancement. From the actual effect, the application research of safety risk management in LKJ is feasible in this paper, which can effectively guarantee the driving safety, improve the transportation efficiency, control the workers' violation of regulations, and make the management of LKJ vehicular equipment enter the norm.
