【摘要】：正安委明电[2017]3号各省、自治区、直辖市人民政府,新疆生产建设兵团,国务院安委会各成员单位,各中央企业:今年以来,全国安全生产形势总体稳定,但重大事故时有发生,暴露出一些地方和企业安全意识不强、安全责任不落实、风险预控体系不完善、隐患排查治理不彻底、安全监管执法不严格等问题。为进一步加强安全生产工作,严格落实各项安全防范责任和措施,
