山东能源集团安全风险管理研究

【摘要】:煤炭企业安全状况时刻受到社会各方面的高度关注,安全风险管理已成为企业核心竞争力和生存之本。山东能源集团作为国有特大型能源企业,已充分意识到的安全风险管理的重要性,近年来集团围绕安全生产做了许多卓有成效的工作,安全风险意识逐步增强,风险管理和内部控制体系建设逐步提高,但由于缺乏全局性、系统性,在其具体的管理实践中仍存在诸多问题。 本文采用比较分析和访谈调查法,围绕风险管理框架的八个要素,就山东能源集团煤矿安全风险管理现状进行了评估,确定了山东能源集团安全发展面临的9项关键风险,即员工素质、自然灾害(水、火、瓦斯、煤尘、顶板五大自然灾害)、设备状态、工作环境、遵章指挥、管理机制、执行能力、安全文化及产业扩张等风险是煤矿安全风险管理的目标和重点,并提出构建安全风险管理体系,强调以危险源辨识和风险评估为基础,以风险防控为核心,以不安全行为管控为重点,将管理的思想贯彻其中,详细介绍其中5个子体系,包括管理环境、制度体系、流程体系、运行体系及考核体系,贯彻执行好5个子体系,是做好风险管理、预先消除事故隐患的基础,并以梁家煤矿进行了实例分析。安全风险管理是全面的、系统的、循序渐进的煤矿安全管理长效机制,是能够解决煤矿安全管理突出问题、不断提升安全管理水平的有效抓手。 针对山东能源集团存在的问题,提出了完善和保障措施,成立安全风险管理委员会,明确各级风险预控体系中的全职能。加强风险管理文化宣传和落地,培育先进风险管理文化,同时引进人才、培养人才、选拔人才,加强风险管理队伍建设。健全沟通机制,以信息化为支撑,建设风险管理信息系统。同时坚持科技创新和装备升级,加强基层基础建设,为安全风险管理体系的全面推行打下良好的基础。
[Abstract]:The safety situation of coal enterprises has been highly concerned by all aspects of society at all times, and safety risk management has become the core competitiveness and survival of enterprises. Shandong Energy Group, as a state-owned super large energy enterprise, has fully realized the importance of safety risk management. In recent years, Shandong Energy Group has done a lot of fruitful work around safety production, and the awareness of safety risk has been gradually strengthened. The construction of risk management and internal control system has been gradually improved, but there are still many problems in its concrete management practice due to the lack of overall and systematic nature. In this paper, by means of comparative analysis and interview investigation, the present situation of coal mine safety risk management of Shandong Energy Group is evaluated around the eight elements of the risk management framework, and nine key risks facing the security development of Shandong Energy Group are determined. That is, the quality of employees, natural disasters (water, fire, gas, coal dust, roof five natural disasters, equipment state, working environment, compliance command, management mechanism, executive ability, The risk of safety culture and industry expansion is the goal and key point of coal mine safety risk management. It is put forward to construct safety risk management system, which is based on hazard source identification and risk assessment, with risk prevention and control as the core. In order to control unsafe behavior as the emphasis, the idea of management is carried out, and five sub-systems are introduced in detail, including management environment, system, process system, operation system and assessment system, and carry out five sub-systems. It is the foundation of risk management and elimination of accident hidden trouble in advance, and an example analysis is given in Liangjia Coal Mine. Safety risk management is a comprehensive, systematic, gradual and long-term mechanism of coal mine safety management, which can solve the outstanding problems of coal mine safety management and continuously improve the level of safety management. Aiming at the problems existing in Shandong Energy Group, the paper puts forward some measures to perfect and guarantee, sets up safety risk management committee, and clarifies the whole function of risk pre-control system at all levels. Strengthen the publicity and landing of risk management culture, cultivate advanced risk management culture, at the same time introduce talents, train talents, select talents, strengthen the construction of risk management team. Perfect the communication mechanism, take the informationization as the support, construct the risk management information system. At the same time, we should persist in scientific and technological innovation and equipment upgrading, strengthen the infrastructure at the grass-roots level, and lay a good foundation for the overall implementation of the security risk management system.
