安全生产规划编制策略与方法研究

【摘要】:规划,可以理解为对未来某个方面进行非常全面、长远的计划,是思考未来很长一段时间内这一方面可能存在的综合性、长期性、复杂性的问题,并对未来活动实施方案进行策划和创意。规划的编制,顾名思义,即“规划的规划”。那么,安全生产规划编制就是针对有关安全生产各个方面的问题进行思考,分析当前的安全生产现状和发展中存在的问题,针对问题,结合安全行业发展的现状,提出今后很长一段时间的发展目标和任务,,从而策划具体的实施方案和办法。 安全生产规划作为未来很长一个时期内安全生产工作的发展路线图,内容结构上涵盖了指导思想、目标指标、主要任务、重点工程、政保障措施等部分。其中:目标指标是核心;主要任务是对规划目标的进一步细化,也是实现规划目标的主要途径;重点工程是推动主要任务完成的抓手和载体;保障措施是规划设定的目标、提出的战略任务、重点工程真正落实的保障。 安全生产规划是一项系统工程,是对资源进行全面、系统、科学、有效、超前地优化配置,综合性非常强,在安全生产工作方面起到了“龙头”作用,对日常安全生产工作起到引导和推动作用。成功的规划对安全工作的实施能够起到事半功倍的效果,可以使得安全生产工作能够有序、有力、有效地开展,并能及时纠正安全生产工作当中可能出现的盲目性和偏差性。 本文从安全生产规划编制的程序、体系框架和编制方法模式入手,以战略规划学、可持续发展理论、安全科学理论为基础,运用技术路线图法、“5W1H”分析法、PDCA戴明理论系统工程方法论,提出了安全生产规划编制的程序,明确了安全生产规划体系框架,构建了安全生产规划目标体系,确立了重点工程编制模式,并介绍了安全生产规划的评估技术,全方面的介绍了安全生产规划编制的方法与策略。 本文通过对政府层面国家安全生产“十二五”规划、北京市“十二五”安全文化建设纲要两个实证,企业层面神华安全管理“十二五”规划、胜利油田安全文化“十二五”建设发展纲要两个实证,进行具体分析,运用本文的编制方法和策略,进行了实证研究,证明了编制方法和策略的可行性。
[Abstract]:Planning, which can be understood as a very comprehensive, long-term plan for a certain aspect of the future, is to reflect on the comprehensive, long-term and complex problems that may exist in this aspect for a very long period of time in the future. And to the future activity implementation plan carries on the plan and the creativity. The preparation of planning, as the name implies, that is, "planning for planning." Well, production safety planning is to reflect on various aspects of safety production, to analyze the current situation and problems in the development of production safety, to solve the problems, and to combine the current situation of the development of the safety industry. Put forward the future development goals and tasks for a long period of time, so as to plan specific implementation plans and methods. Production safety planning, as the road map for the development of production safety work in a long period of time in the future, covers the guiding ideology, target index, main task, key project, administrative guarantee measures and so on. Among them: the target index is the core; the main task is the further refinement of the planning goal and the main way to achieve the planning goal; the key project is the grasp and carrier to promote the completion of the main task; the safeguard measure is the goal set by the plan, Proposed strategic tasks, key projects to ensure the implementation of the real. Production safety planning is a systematic project, which is a comprehensive, systematic, scientific, effective and advanced optimization of resources. It is very comprehensive and plays a leading role in the work of safety in production. Guide and promote daily production safety work. The successful planning can achieve twice the result with half the effort, can make the work of safety production orderly, effective, and can correct the blindness and deviation that may appear in the work of safety production in time. This paper starts with the programming procedure, system framework and method model of production safety planning, based on the theory of strategic planning, sustainable development and safety science, and applies the technology roadmap method, which is based on the theory of strategic planning, the theory of sustainable development and the theory of safety science. The "5W1H" analysis method introduces the methodology of PDCA Dai Ming theoretical system engineering, puts forward the program of production safety planning, clarifies the framework of safety production planning system, constructs the target system of production safety planning, and establishes the compilation mode of key projects. The evaluation technology of production safety planning is introduced, and the methods and strategies of production safety planning are introduced in all aspects. This article through the government level national safety production "12th five year plan", Beijing "12th five-year plan" safety culture construction outline two positive examples, the enterprise level Shenhua safety management "12th five year plan", There are two positive examples of the "12th Five-Year" Construction and Development Program of Shengli Oilfield Safety Culture, which are analyzed concretely, and the feasibility of the compiling method and strategy is proved by using the method and strategy of this paper.
