安全生产工作中桌面演练系统的设计与实现

【摘要】:近年来我镇部分企业、单位每年都有认真组织开展不同层次、规模、形式的演练,其中实战演练为主。一般而言,综合性实战演练规模较大,涉及较多的部门和人员,动员的人力、物力、财力都较为巨大,所以组织综合性实战演练的次数就相对较少,一般大型企业才能进行组织,导致对全镇的安全生产工作的覆盖面不够大。对于数量较多的中、小型企业而言,他们没有充足的资金和技术支持来进行实战演练,只有通过传统的培训演练(圆桌会议形式)来应付监管部门的检查,目前该类方式已经越来越无法满足新形势下应急演练的需求,必须加强和完善企业安全生产应急演练工作,在应急演练的功能需求、演练场所和组织形式等方面进行大胆创新,充分利用先进的科学技术手段和市局提供的技术支持为应急演练提供强有力的保证,使得数量较多的中、小型企业组织的应急演练能真正达到应急培训演练“检验预案,磨合机制,锻炼队伍,教育员工”的目的。桌面演练管理系统是在安全生产管理实时业务需求的基础上,对桌面演练管理过程和运行状况进行实时的监控,实现桌面演练管理的自动化、流程化以及规范化。本文系统平台是基于B/S(Brower/Server)架构进行的,具有很好的扩展性,为整个系统提供一个安全验证、权限管理、日志管理以及数据管理等功能。本文所做主要工作包括以下几个方面的内容:(1)概述桌面演练管理系统建设的意义和研究状况,并对桌面演练管理相关业务需求进行调研;(2)分析桌面演练管理所需实现的业务功能,针对不同的功能和执行者进行用例模型的构建;(3)设计桌面演练管理系统的功能和数据模型,详细设计演练策划管理、在线演练管理、应急预案管理、演练评估管理以及系统管理等功能的业务模型和执行流程,结合功能设计完成数据模型的构建;(4)实现桌面演练管理系统的所有业务功能,此过程主要借助于SOA架构和J2EE框架技术进行;在验证系统实现效果时,通过建立测试用例完成,并对具体结果进行分析。本文通过研究桌面演练与安全生产监管工作的结合,提高了企业及单位对桌面演练系统的重视,并充分结合分局的具体工作以及市局的协助力度,召集各企业、单位的安全负责人,加大对安全生产的人力、物力的投入,通过桌面演练系统的推广,提升企业全体员工的安全应急能力,将应急预案真正落到实处,减少安全生产事故的发生。
[Abstract]:In recent years, some enterprises and units in our town have organized exercises of different levels, scales and forms every year, among which actual combat exercises are the main ones. In general, the comprehensive actual combat drills are relatively large in scale, involving more departments and personnel, and involve a large amount of manpower, material resources and financial resources, so the number of times of organizing comprehensive actual combat exercises is relatively small. General large enterprises can be organized, leading to the town's work safety coverage is not large enough. For a large number of small and medium-sized enterprises, they do not have sufficient financial and technical support to conduct actual combat drills, but only through traditional training exercises (round tables) to cope with regulatory inspections. At present, this kind of method has become more and more unable to meet the needs of emergency drills under the new situation. It is necessary to strengthen and perfect the work of emergency drills in production safety in enterprises, and to make bold innovations in the functional requirements, the places and organizational forms of emergency drills, and so on. Making full use of advanced scientific and technological means and technical support provided by municipal bureaus to provide a strong guarantee for emergency drills, so that the large number of small and medium-sized enterprises' emergency drills can truly achieve the test plan of emergency training drills. The purpose of running-in mechanism, training team and educating employees. Desktop exercise management system is based on the real-time business requirements of production safety management, the management process and operation of desktop exercise are monitored in real time, and the automation, flow and standardization of desktop exercise management are realized. The system platform is based on B / S (browser / Server) architecture, which has a good scalability, and provides a security verification, authority management, log management and data management functions for the whole system. The main work of this paper includes the following aspects: (1) summarize the significance and research status of desktop exercise management system, And the relevant business requirements of desktop exercise management are investigated; (2) the business functions required for desktop exercise management are analyzed, and the use case model is constructed for different functions and executors; (3) the function and data model of desktop exercise management system are designed. Detailed design of the business model and execution process of the functions such as planning management, online exercise management, emergency plan management, exercise evaluation management and system management, etc. Combined with functional design to complete the construction of the data model; (4) to achieve all the business functions of the desktop walkthrough management system, this process is mainly based on SOA architecture and J2EE framework technology; in the verification of the effectiveness of the system, through the establishment of test cases to complete, The results are analyzed. By studying the combination of desktop exercise and production safety supervision, this paper improves the attention of enterprises and units to the desktop exercise system, and fully combines the specific work of the sub-bureau and the assistance of the municipal bureau, and convenes all enterprises. The person in charge of the unit's safety, increase the manpower and material input to the safety production, through the promotion of the desktop exercise system, enhance the safety emergency ability of all the employees of the enterprise, and put the emergency plan into practice. Reduce the occurrence of safety accidents.
