大亚湾石化园区安全风险分析及控制对策

【摘要】:化工园区在为国民经济做出重大贡献的同时,其安全问题及风险也日益突出。近年来化工园区安全风险问题越来越受学术界及园区管理者的关注,但由于缺乏科学的安全规划、企业准入条件不同、安全管理存在薄弱环节、园区应急救援能力不足等使化工园区仍然存在较大的安全隐患,制约着园区的安全发展和当地的经济发展。 本文主要对惠州大亚湾石油化学工业区(简称“石化园区”)存在的风险进行分析,从整体上了解和分析石化园区存在的安全风险,通过与国内外先进化工园区管理对比,结合近期园区安全发展相关文件要求,提出对石化园区风险的控制措施。论文主要开展了以下几方面的研究工作: 1、通过对石化园区及区内现有企业基本情况的调研,结合近年来石化园区安全发展现状,对石化园区存在的危险物质进行统计分类,得出石化区主要风险因素,利用危险源分级标准对石化园区危险源进行分级辩识,确定园区的重大危险源。 2、应用区域风险叠加分析的方法,选用Phast Risk6.7软件对石化园区的个人风险和社会风险进行计算分析。 3、借鉴国内专家、学者对石化园区安全容量的定义及计算方法,结合石化园区实际,,通过园区安全容量与园区运输风险关系的分析,运用简化风险计算的方法,对园区运输风险进行计算,从而得出石化园区最大安全容量。 4、在石化园区安全风险及安全容量分析的基础上,在借鉴国内外先进化工园区管理经验的基础上,通过与园区管理相关文件要求对比,分析石化园区在“园区规划布局、园区企业准入、园区安全管理和园区应急管理”方面存在的问题。 5、结合石化园区发展实际,提出对策措施:合理划分石化园区安全功能区;制定并严格实施入园企业安全准入制度;尽快设立“职责一体化”的园区安全管理部门;合理规划建设陆上和海上消防站、加强应急物资储备和消防装备配备、整合应急资源、建设石化园区消防管网整合工程等。
[Abstract]:While making great contribution to the national economy, the safety problems and risks of the chemical park are becoming increasingly prominent. In recent years, more and more attention has been paid to the problem of safety risk in chemical park. However, due to the lack of scientific safety planning and the different access conditions of enterprises, there are weak links in safety management. The lack of emergency rescue ability in the park makes the chemical industry park still have bigger safety hidden trouble, which restricts the security development of the park and the local economic development. This paper mainly analyzes the risks existing in Huizhou Daya Bay Petrochemical Industrial Zone (referred to as "Petrochemical Park"), understands and analyzes the safety risks of petrochemical parks as a whole, and compares them with the management of advanced chemical parks at home and abroad. According to the related document requirements of the recent development of the park, the paper puts forward some measures to control the risk of the petrochemical park. The thesis mainly carried out the following research work: 1, through the investigation of the basic situation of the petrochemical park and existing enterprises in the region, combined with the status quo of the petrochemical park security development in recent years, The main risk factors in petrochemical area are obtained by statistical classification of hazardous substances in petrochemical park, and the risk sources in petrochemical park are classified and identified by using hazard source classification standard. Determine the major hazard source of the park. 2. Apply the method of regional risk superposition analysis, select Phast Risk6.7 software to calculate and analyze the personal risk and social risk of petrochemical park. 3, draw lessons from domestic experts, The definition and calculation method of the safety capacity of the petrochemical park, combined with the actual situation of the petrochemical park, through the analysis of the relationship between the safety capacity of the park and the transportation risk of the park, and using the method of simplifying the risk calculation, the paper calculates the transportation risk of the park. The maximum safety capacity of petrochemical park is obtained. 4. Based on the analysis of safety risk and safety capacity of petrochemical park, the paper draws lessons from the management experience of advanced chemical industry park at home and abroad. By comparing with the related document requirements of the park management, this paper analyzes the problems existing in the petrochemical park in the aspects of "park planning and layout, park enterprise access, park safety management and park emergency management". 5. Combined with the actual development of the petrochemical park, Countermeasures and measures are put forward as follows: rationally dividing the safety functional areas of petrochemical parks; formulating and strictly implementing the safety admission system for enterprises entering the park; setting up as soon as possible a "duty integrated" safety management department of the park; rationally planning and constructing onshore and offshore fire stations, Strengthen the emergency materials and equipment, integrate emergency resources, build petrochemical park fire pipe network integration engineering.
