网络化交通条件下大型人流聚集点应急指挥系统的研究

【摘要】:随着我国城市化进程的不断推进,如何科学系统地进行突发公共事件的防范、预警和采取应对机制和措施,成为了近来管理实践和研究的热点问题。合理运用网络化的城市道路开展救援工作,这可以提升应急系统的应急能力,这就是城市网络化交通条件的好处。在城市突发公共事件应急体系中,应急指挥系统是其中一个重要的组成部分。它她是保障救援活动得以开展的基础和前提条件。一个高效的应急指挥系统对于提高应急响应能力、节约救援时间、降低生命财产损失具有重要的作用。 本文首先对突发事件和大型人流聚集点的内涵进行介绍。然后在城市应急组织相关3要素的基础上分析了城市应急系统的构成。接着以城市中突发事件下大型人流聚集点应急疏散指挥系统为对象,分析了应急指挥系统的组织功能和运行流程。为了提高城市应急指挥系统快速响应能力和子系统的快速决策能力,本文从信息处理、物资集结和疏散时间3个方面进行了分析。论文最后以成都东站为例,提出了东站应急指挥系统构架,分析了其运作功能,并提出了提高该应急指挥系统的快速响应能力的措施。最后建立了基于东站交通网络的应急疏散模型,并通过VISSIM仿真,深入分析应急疏散与交通管理之间的联动指挥机制,为东站应急管理者提供一个切实可行的应急救援决策支持方案。 论文研究的主要创新点在于建立了城市应急网络指挥系统的组织架构;提出了增强城市应急指挥系统应急快速响应能力的方法,针对成都东站的应急疏散,构建了应急指挥系统,提出了疏散预案,创建了ODE应急疏散模型,并通过VISSIM软件进行了疏散时间和应急避难场所选择的仿真。 本文的研究成果可为构建城市网络化交通条件下大型人流聚集点应急指挥系统提供参考借鉴。
[Abstract]:With the development of urbanization in China, how to scientifically and systematically guard against public emergencies, early warning and adopt coping mechanisms and measures has become a hot issue in recent management practice and research. Reasonable use of networked urban roads to carry out rescue work, this can improve the emergency response capacity of emergency systems, which is the benefits of urban networked traffic conditions. The emergency command system is an important part of the urban emergency system. It is the foundation and prerequisite for the rescue activities to be carried out. An efficient emergency command system plays an important role in improving the emergency response ability, saving rescue time and reducing the loss of life and property. This paper first introduces the connotation of unexpected events and large crowd gathering points. Then, the composition of urban emergency response system is analyzed on the basis of the related three elements of urban emergency organization. Then, taking the emergency evacuation command system of the large crowd gathering point in the city as the object, the organization function and operation flow of the emergency command system are analyzed. In order to improve the rapid response ability of urban emergency command system and the rapid decision ability of subsystems, this paper analyzes the information processing, material assembly and evacuation time. Finally, taking Chengdu East Railway Station as an example, the structure of the emergency command system of Chengdu East Station is put forward, its operation function is analyzed, and the measures to improve the rapid response ability of the emergency command system are put forward. Finally, the emergency evacuation model based on East Station traffic network is established, and through VISSIM simulation, the linkage command mechanism between emergency evacuation and traffic management is deeply analyzed. To provide a feasible emergency rescue decision support scheme for emergency management of East Railway Station. The main innovation of this paper is to set up the organization structure of the city emergency network command system, and put forward the method of enhancing the emergency rapid response ability of the city emergency command system, aiming at the emergency evacuation of Chengdu East Station. The emergency command system is constructed, the evacuation plan is put forward, the ODE emergency evacuation model is established, and the evacuation time and emergency shelter selection are simulated by VISSIM software. The research results of this paper can be used for reference to construct the emergency command system of large crowd gathering points under the condition of urban network traffic.
