政府的安全生产监督管理研究

【摘要】：随着我国经济发展的不断进步，安全生产问题愈发重要，为了确保人民群众的生命和财产安全，政府对安全生产的监管工作必不可少。本文应用了公共管理相关理论，研究了我国政府安全生产监管问题，具体包括以下几方面内容： 本文通过分析监管，政府监管，安全生产监管，安全生产行业监管，安全生产综合监管等概念，对我国目前的政府安全生产监督管理模式做了定性分析和研究。 本文还从安全生产监管部门的政府间关系，安全生产监管主体界定，安全生产监管职权界定，安全生产监管机构设置独立性和安全生产法律体系等五个方面分析我国安全生产监管体制存在的问题。 通过回顾我国安全生产发展的历史沿革，以及对国外经济发达国家先进的安全生产监管体制和方法进行归纳总结，遵循政府监管机构的设立原则，为我国的安全生产监管提出了完善法制建设，政府监管人员专业化发展，加强部门间政策协调，充分利用安全科学技术，对企业分类监管以及补充安全生产基层力量等建议措施。
[Abstract]:With the development of economy in our country, the problem of production safety is becoming more and more important. In order to ensure the safety of life and property of the people, it is necessary for the government to supervise the production safety. This paper applies the theory of public management to study the supervision of government safety in production, including the following aspects: this paper analyzes the supervision of the government, the supervision of the production safety, the supervision of the production safety industry. Based on the concept of comprehensive supervision of production safety, this paper makes a qualitative analysis and research on the current mode of government supervision and management of production safety in China. This article also from the safety production supervision department intergovernmental relations, safety production supervision main body definition, safety production supervision authority limits, This paper analyzes the problems existing in the supervision system of production safety in our country from five aspects: the independence of the establishment of the safety production supervision organization and the legal system of production safety. By reviewing the history of the development of production safety in our country, and summarizing the advanced supervision system and methods of production safety in developed countries abroad, and following the principles of the establishment of government supervision agencies, For the supervision of production safety in our country, it is proposed to perfect the legal system construction, to develop government supervisors professionally, to strengthen the coordination of inter-departmental policies, and to make full use of safety science and technology.
