基于比较安全学方法的安全体系对比研究

【摘要】：为探究我国安全体系的发展历程,基于比较安全学方法,对比分析民航安全管理体系(SMS)和安全生产标准化体系(WSS)。首先按照比较安全学的研究模式,提出2体系的比较步骤;然后根据时间维分析2体系在发展进程上的相似与差异;然后分析空间维对2体系的应用领域及其延伸范围;最后通过知识维比较2体系的理论、要素和审核评价方式。研究结果表明,2体系在时间维上都经历了国内外的安全体系发展过程,WSS在要素设置和定量测量方面更加细化,更有可操作性;而民航SMS在信息交流和报告文化方面更有特色,今后的安全体系发展可借鉴两者的优点。
[Abstract]:In order to explore the development of the security system in China, the safety management system (SMS) and the safety production standardization system (WSS) are compared and analyzed based on the comparative safety method. First, according to the comparative safety study mode, a comparison step of the two systems is put forward; then the similarity and difference of the two systems in the development process are analyzed according to the time dimension; then the application field and the extension range of the space-dimension pair 2 system are analyzed; and finally, the theory of the 2-system is compared through the knowledge dimension, Elements and methods of evaluation and evaluation. The results show that the system has experienced both domestic and foreign security system development process in time dimension, and the WSS is more refined and more operable in the aspects of element setting and quantitative measurement, and the civil aviation SMS is more featured in information exchange and reporting culture. The development of the future security system can draw on the advantages of both.
