广州港水域船舶交通安全评价与对策

【摘要】:广州港是我国沿海重要港口之一,同时也是华南地区主要枢纽港口。随着港口货物吞吐量的迅速增长,,港口建设规模不断扩大,船舶密集程度日益增加,水域船舶通航风险不断加大。据统计,2012年,广东海事局辖区共发生一般等级及以上水域事故38起,其中广州局辖区16起,占水域事故总量的42.1%;死亡11人,沉船5艘,直接经济损失达4705万元。因此,开展水域船舶交通安全评价与对策研究,深层次剖析水上交通事故原因、寻找和制定针对性的对策措施,对于减少广州港水上交通事故、建设平安港口具有十分重要的意义。 论文以广州港水上交通安全管理为主线,以解决生产运营过程中的危险因素为切入口,在现场调研和文献检索的基础上,应用系统安全的理论和方法,开展相关研究,取得如下研究成果: (1)开展了广州港水域船舶通航环境及交通状况调查,基本摸清了影响广州港水上交通安全运营的危险要素; (2)对广州港水域船舶通航环境及交通状况进行了风险分析,辨识了影响广州港水域通航安全的主要因素。根据专家调研结果,确定了系统各影响因素的权重; (3)运用模糊综合评价理论和方法,建立了影响广州港水域船舶交通安全的评判模型; (4)评价了广州港水域船舶的交通安全风险,根据评价结果,提出了改善该水域船舶交通安全的对策措施。 论文的研究成果,为有效改善广州港水域船舶通航安全环境及航行条件,合理规划航道,以及港口的日常安全运营管理提供了技术支撑。同时,也为国内其他港口水域船舶通航安全管理提供借鉴。
[Abstract]:Guangzhou Port is one of the important coastal ports in China, and it is also the main hub port in South China. With the rapid growth of port cargo throughput, the scale of port construction is expanding, the density of ships is increasing day by day, and the navigation risk of ships in waters is increasing. According to statistics, in 2012, 38 water accidents of general grade and above occurred in the jurisdiction of Guangdong Maritime Bureau, of which 16 occurred in Guangzhou Bureau, accounting for 42.1% of the total number of water accidents, 11 people died and 5 ships sank, with a direct economic loss of 47.05 million yuan. Therefore, to carry out the evaluation and countermeasures of ship traffic safety in waters, to deeply analyze the causes of water traffic accidents, and to find and formulate targeted countermeasures to reduce water traffic accidents in Guangzhou Port, It is of great significance to build a safe port. This paper takes the water traffic safety management of Guangzhou Port as the main line, solves the dangerous factors in the process of production and operation as the entrance, on the basis of field investigation and literature retrieval, applies the theory and method of system safety to carry out the relevant research. The research results are as follows: (1) the navigation environment and traffic condition of ships in Guangzhou Port are investigated, and the risk factors affecting the safe operation of water traffic in Guangzhou Port are basically found out. (2) the navigation environment and traffic condition of ships in Guangzhou Port are analyzed, and the main factors affecting the navigation safety of Guangzhou Port are identified. According to the results of expert investigation, the weight of each influencing factor of the system is determined. (3) the evaluation model of ship traffic safety in Guangzhou Port is established by using fuzzy comprehensive evaluation theory and method. (4) the traffic safety risk of ships in Guangzhou Port is evaluated, and according to the evaluation results, the countermeasures to improve the traffic safety of ships in Guangzhou Port are put forward. The research results of this paper provide technical support for effectively improving the navigation safety environment and navigation conditions of ships in the waters of Guangzhou Port, reasonably planning the waterway, and the daily safety operation and management of the port. At the same time, it also provides a reference for the safety management of ship navigation in other port waters in China.
