How ever, the coastal economy has not been on the rise as expected after more than ten years elapsed. In recent years, the coastal development strategy has been promoted at its height and the advantage of backwardness is w orth looking forw ard to. It has been undergone three stages: the brilliant phase the, stagnation phase and slow growth phase. The status of coastal economic belt w as analyzed betw een the cities and the coastal cities in Jiangsu, w hich shows that the coastal economic belt is underdeveloped at two levels and .
