电网工程项目建设质量风险管理研究

【摘要】:随着我国社会经济发展的不断推进,电网工程项目建设已经成为了保障国民经济发展的重要基础设施,电网工程项目建设质量直接影响着电网的效能。为保障电网工程建设项目质量,国网公司高度重视项目集管理与项目管理理论在工程全生命周期的运用,在落实国家有关工程质量法律法规的前提之下,出台了一系列的制度和基建文件,确定了质量管理在电网工程建设中的首要位置,但由于电网工程项目质量管理体系尚未成熟,质量事故的发生仍然是电网工程建设面临的重要难题。本文将动态与静态分析、定性与定量分析相结合,通过识别电网工程项目建设质量风险因素,深入分析质量风险因素之间的复杂关系,挖掘质量风险产生的深层原因,逐步构建电网工程项目建设质量风险系统动力学模型,运用数学方法对建设过程质量风险水平进行预测,以指导电网工程项目建设质量管理工作,保障工程高品质完成。本文融合案例分析、文献分析与专家调查方法,分析识别影响电网工程项目建设质量风险因素,确定了人员、技术、管理、设备材料、环境五个风险子系统,在结合质量风险发生的规律,构建了电网工程项目建设质量风险因果关系结构,并借助解释结构模型分析方法,构建了电网工程项目建设质量风险因素之间的多级递阶关系结构,从而揭示了电网工程项目建设质量风险产生的表层、中层以及深层原因,同时结合MICMAC方法多角度明确各因素的重要程度。将系统动力学、综合集成赋权法、多元线性回归等方法运用到电网工程项目质量风险当中,构建了相应的质量风险管理系统仿真模型,运用专业软件Vensim__PLE,模拟仿真出整体质量风险和各子系统风险水平,求出复杂系统中不同风险因素之间的复杂作用关系。从政策设计入手,分别对质量控制投入比例、投入策略以及投入转化率制定了不同方案,比较不同方案下质量风险水平变化情况,定量观测了复杂电网工程项目中不同控制措施对系统风险水平的作用效果,揭示了电网工程项目建设过程中可以采取的质量风险管理优化措施,为决策者开展质量风险管理工作提供支持,促进电网工程项目建设质量风险管理长效机制的建立。针对上述分析结果,提出了以制度文件为指导,以信息技术为手段,以全生命周期为管理过程,以"十一大"保障措施为重点,围绕人、技术、管理、环境、设备材料"五大"质量管理要素开展质量风险管理工作的动态的、联动的质量风险管理机制,以期望对电网工程项目建设质量风险管理起到一定的指导作用。
[Abstract]:With the development of social economy in China, the construction of power grid project has become an important infrastructure to ensure the development of national economy. The quality of power grid project construction directly affects the efficiency of power grid. In order to ensure the quality of power grid construction project, the national network company attaches great importance to the application of project set management and project management theory in the whole life cycle of the project. Under the premise of implementing the relevant national laws and regulations on engineering quality, a series of systems and capital construction documents have been issued to determine the primary position of quality management in the construction of power grid projects. However, because the quality management system of power network engineering project is not mature, the occurrence of quality accident is still an important problem in power grid engineering construction. This paper combines dynamic and static analysis, qualitative and quantitative analysis. By identifying the quality risk factors of power grid project construction and deeply analyzing the complex relationship between the quality risk factors, the deep causes of the quality risk are excavated. The system dynamic model of power grid project construction quality risk is built step by step, and the quality risk level of construction process is forecasted by mathematical method to guide the construction quality management of power grid engineering project. This paper fuses case analysis, literature analysis and expert investigation methods, analyzes and identifies the risk factors affecting the quality of power grid project construction, and determines the personnel, technology, management, equipment materials. The environmental five risk subsystems, combining the law of quality risk occurrence, construct the causality structure of power grid project construction quality risk, and with the help of explanation structure model analysis method. The multilevel hierarchical relationship between the quality risk factors of power grid project construction is constructed, which reveals the surface, middle and deep causes of the construction quality risk. At the same time, combined with the MICMAC method to determine the importance of various factors. The system dynamics, integrated weighting method, multiple linear regression and other methods are applied to power grid project quality risk. The simulation model of the corresponding quality risk management system is constructed, and the whole quality risk and the risk level of each subsystem are simulated by the professional software Vensimphap. From the perspective of policy design, different schemes of quality control investment ratio, input strategy and input conversion rate are worked out respectively. The effect of different control measures on system risk level in complex power grid project is observed quantitatively by comparing the change of quality risk level under different schemes. The optimization measures of quality risk management can be taken in the process of power grid project construction, which can provide support for decision makers to carry out quality risk management. To promote the establishment of a long-term mechanism of quality risk management in power grid engineering projects. In view of the above analysis results, the paper puts forward the system document as the guidance, information technology as the means, and the whole life cycle as the management process. Focusing on the guarantee measures of the Eleventh National Congress, the dynamic and linkage quality risk management mechanism of quality risk management is carried out around the "five major" quality management elements of people, technology, management, environment and equipment materials. It is expected to play a guiding role in quality risk management of power grid project construction.
