新型城镇发展下农村负荷预测研究及配电网规划适应性分析

【摘要】:城镇化是随着工业化发展,非农产业在城镇集聚、农村居民向城镇集中的自然历史过程,是人类社会发展的客观趋势,是国家城镇化的重要标志。2015年9月2日,国家发改委印发《关于加快配电网建设改造的指导意见》,指出2015-2020年配电网建设改造投资不低于2万亿元,着力解决配电网薄弱问题,提高新能源接纳能力,全面解决户均供电容量低、安全隐患多、卡脖子、低电压等问题。在庞大的投资驱动下,如何做好新型城镇下的配电网规划,以问题为导向,强化精益管理,确保效率效益,具有重要的经济和社会意义。负荷预测是新型城镇电网规划的前提和基础,而规划适应性评价则是规划合理性的保障。为应对新型城镇化发展的新要求,提升规划项目质量和投资效益,本论文以国家新型城镇化发展战略为背景,重点对新型城镇负荷预测方法和基于适应性的电网建设项目后评价体系进行研究,分别从电压质量、供电能力以及供电可靠性三个方面的影响因素分析,通过一定的仿真计算方法得出相关结论,并编制了新型城镇配电网规划设计技术原则,以更好地指导新城镇地区的配电网规划建设。
[Abstract]:Urbanization is a natural historical process with the development of industrialization, the agglomeration of non-agricultural industries in cities and towns, and the concentration of rural residents into cities and towns. It is an objective trend of the development of human society and an important symbol of national urbanization. The National Development and Reform Commission issued and issued the guidelines on speeding up the Construction and Transformation of the Distribution Network, pointing out that the investment in the construction and transformation of the distribution network in 2015-2020 will not be less than 2 trillion yuan, and efforts will be made to solve the weak problems of the distribution network and improve the ability to accept new energy. Solve the problems of low power supply capacity, safety hidden danger, neck gripping, low voltage and so on. Driven by huge investment, it is of great economic and social significance to do well the distribution network planning under the new town, to take the problem as the direction, to strengthen the lean management and to ensure the efficiency and benefit. Load forecasting is the premise and foundation of new urban power network planning, and planning adaptability evaluation is the guarantee of planning rationality. In order to meet the new requirements of new urbanization development, improve the quality of planning projects and investment efficiency, this paper takes the national new urbanization development strategy as the background. The new method of urban load forecasting and the post-evaluation system of power grid construction project based on adaptability are studied, respectively, from the voltage quality, the power supply capacity and the reliability of power supply, the influence factors are analyzed. The relevant conclusions are obtained by certain simulation calculation methods and the technical principles of new urban distribution network planning and design are worked out in order to better guide the distribution network planning and construction in new urban areas.
