变电检修生产精益化管理体系设计和应用

【摘要】:“十三五”期间,国家电网公司电网建设步幅迅速增快,电网企业的资产大幅度的提升,伴随而来的是电力企业管辖的电网规模和变电设备数量成倍增加,电网企业供电服务压力和内部工作效率提升的压力越来越大,供电公司原来的管理模式越来越不适应企业发展要求,企业人力资源成本支出大幅增加,人员增长受到了人力成本等诸多因素的限制,增长幅度非常小。电网企业变电检修部门的人员与工作量不符矛盾越来越突出,原来生产管理方式已经不能适应现代电力企业的发展。精益化管理体系可以不断提升经营业绩和客户满意度,同时可以提升电网变电检修工作效率及变电设备运行的可靠性,提升变电检修员工绩效、班组管理、设备可靠性等。基于以上背景,本文针对电网企业变电检修部门的生产精益化管理模式进行了研究。首先通过对资料的研读和比较分析,研究了电网企业变电检修精益化管理的现状,了解了精益化管理目前的发展情况,然后研究了管理模式的相关理论和精益化管理的相关手段和方法,在研究了理论和实践经验的基础上,重点分析了Y供电公司变电检修在部门生产,安全控制,质量控制,绩效考核和信息化管理五个方面内容,利用精益思想对其目前的状况和存在的问题进行分析,说明了继续改进的必要性。通过变电检修价值流分析和流程完善,建立了变电检修生产精益化管理体系。依据精益化管理的原理、办法、手段,针对变电检修生产组织方式目前存在的问题提出变革的建议,阐述了改进的具体步骤。Y供电公司变电检修不断优化检修流程,积极推进内部组织机构的改革,成立大型综合班组、运检一体化和专业融合,调整生产组织方式,实现了检修管理模式的变革,达到了企业内部、专业岗位之间的优势互补、资源共享、管理顺畅、效率提高的目标。对检修部门精益化管理模式研究和组织生产的调整,涉及班组人员稳定、信息化生产系统、绩效考核、安全管理、检修质量管理等。最后,通过对改进之后的成效进行分析从而说明精益化管理的可行性和优越性,进而为各电网企业变电检修部门进行精益化实践提供参考借鉴。
[Abstract]:During the 13th Five-Year Plan period, the construction of the State Grid Corporation's power grid grew rapidly, and the assets of the power grid enterprises increased substantially, accompanied by an increase in the scale of the power grid and the number of substation equipment under the jurisdiction of the power enterprises. The pressure of power supply service and the improvement of internal work efficiency in power grid enterprises are increasing. The original management mode of power supply companies is becoming more and more inadaptable to the requirements of enterprise development, and the cost of human resources of enterprises has increased substantially. Personnel growth is limited by many factors, such as labor cost, and the increase is very small. The contradiction between the personnel of substation maintenance department and the workload is more and more prominent. The original production management can not adapt to the development of modern electric power enterprises. Lean management system can continuously improve the performance and customer satisfaction, at the same time, it can improve the efficiency of substation maintenance and the reliability of substation equipment, improve the performance of substation maintenance staff, shift management, equipment reliability and so on. Based on the above background, this paper studies the lean management mode of substation maintenance department in power grid enterprises. First of all, through the study and comparative analysis of the data, the paper studies the current situation of the lean management of substation overhaul in power grid enterprises, and understands the current development of lean management. Then it studies the relevant theory of management mode and the relevant means and methods of lean management. On the basis of studying the theory and practical experience, it focuses on analyzing the production, safety control and quality control of substation overhaul in Y power supply company. This paper analyzes the present situation and existing problems of performance appraisal and information management by using lean thought, and explains the necessity of continuous improvement. By analyzing the value flow of substation maintenance and perfecting the process, the lean management system of transformer overhaul production is established. According to the principle, method and means of lean management, the paper puts forward some suggestions for reforming the existing problems in the production organization of substation overhaul, and expounds the concrete steps for improvement. Actively promote the reform of internal organization, set up large comprehensive shift group, integrate operation and inspection with professional integration, adjust production organization mode, realize the reform of maintenance management mode, and achieve the complementary advantages between the internal and professional posts of the enterprise. The goal of resource sharing, smooth management and efficiency improvement. The research on the lean management mode of maintenance department and the adjustment of organization and production involve the stability of shift and crew, information production system, performance evaluation, safety management, maintenance quality management, etc. Finally, through the analysis of the improved results to explain the feasibility and advantages of lean management, and then provide a reference for the substation maintenance departments of power grid enterprises to lean practice.
