海南电力绿色发展评价方法与系统研究

【摘要】:海南省是全国最大的经济特区和热带岛屿省份,非常重视城市的绿色发展和生态平衡,建省办经济特区近30年来,经济社会发展取得显著成就。海南电网正式加入南方电网公司以来,通过不懈努力,取得了非常丰硕的成果。海南电网公司针对海南省情出发,建设了具有鲜明海岛特色的电网,构筑了一个安全、经济、清洁的特区电力供应体系。“十三五”是我国经济转型升级的历史关节点,我国将会贯彻“协调、绿色、开放、共享”的发展理念,为电力行业的科学发展指明方向和道路。未来海南省电力系统将发挥绿色发展排头兵和主力军的作用,在充分认识自身生态优势的同时,把握机遇、加快谋划发展,构建具有海南特色的电力绿色发展模式,实现海南电力的绿色崛起。为加快海南电力的绿色发展,需要构建一个科学有效的绿色发展评价系统对海南电力绿色发展情况进行评价。首先,本文在对国内外电力绿色发展的现状进行充分的研究和分析后,挖掘了海南电力绿色度的内涵,综合考虑了发电能源结构的优化、电能输配环节的效率改进、电能销售环节的服务提升三个因素,对电力绿色度给出了定义;其次根据评价指标的十大选取原则,从发电侧、输配电侧以及售电侧三个方面选取了和电力绿色发展相关的指标,并根据指标数值和电力绿色度的相关性,构建了海南电力绿色度指标体系;接下来根据电力绿色度的定义,提出了电力绿色度的计算方法,计算了海南省电力系统单位电量排放的污染物的总环境价值;然后建立了海南电力绿色度评价模型,提出了海南电力绿色指数的计算方法,并通过两个算例对海南电力绿色发展情况进行横向和纵向的评价,从而证明本文提出的海南电力绿色度评价模型具有实际应用价值,且评价结果是真实可靠的;最后本文搭建了海南电力绿色发展评价应用系统,能够对海南电力绿色度的相关数据进行可视化的展示和多时空的比较,从而更直观地评价海南电力绿色发展情况。除了应用于海南电力绿色发展的评价外,本文所建立的电力绿色发展评价应用系统还可以广泛应用于其他省域的电力绿色度评价中,为国家制定电力绿色发展标准提供重要的理论依据,同时推动国内整个电力行业的绿色发展。
[Abstract]:Hainan Province is the largest special economic zone and tropical island province in China. It attaches great importance to urban green development and ecological balance. In the past 30 years, the province has made remarkable achievements in economic and social development. Hainan Power Grid formally joined the Southern Power Grid, through unremitting efforts, has achieved very fruitful results. According to the situation of Hainan Province, Hainan Power Grid Company has built a power grid with distinctive island characteristics and built a safe, economical and clean power supply system in the special zone. The 13th Five-Year Plan is the historical key point of the economic transformation and upgrading of our country. Our country will carry out the development idea of "coordination, green, openness and sharing", and point out the direction and the way for the scientific development of the electric power industry. In the future, Hainan's electric power system will play a role as the leader and main force of green development. While fully recognizing its own ecological advantages, it will seize the opportunity, speed up planning and development, and build a green development model with Hainan characteristics. Realize the green rise of Hainan electric power. In order to speed up the green development of Hainan electric power, it is necessary to construct a scientific and effective green development evaluation system to evaluate the green development of Hainan electric power. First of all, after studying and analyzing the current situation of power green development at home and abroad, this paper excavates the connotation of Hainan electric power green degree, synthetically considers the optimization of power generation energy structure and the improvement of power transmission and distribution efficiency. There are three factors to improve the service of electricity sales, and the definition of power green degree is given. Secondly, according to the ten selection principles of evaluation indexes, the indexes related to the green development of electric power are selected from three aspects: generation side, transmission and distribution side and sale side, and according to the correlation between the index value and the power green degree, The green degree index system of Hainan electric power is constructed. Then, according to the definition of power green degree, the calculation method of power green degree is put forward, and the total environmental value of the pollutant discharge per unit electricity quantity of Hainan electric power system is calculated. Then the green degree evaluation model of Hainan electric power is established, the calculation method of Hainan power green index is put forward, and the green development of Hainan electric power is evaluated horizontally and vertically through two examples. It is proved that the green degree evaluation model proposed in this paper has practical application value, and the evaluation result is true and reliable. Finally, the paper builds the application system of green development evaluation of Hainan electric power, which can visualize the data of green degree of Hainan electric power and compare many time and space, so as to evaluate the green development of Hainan electric power more intuitively. Besides being applied to the evaluation of the green development of Hainan electric power, the power green development evaluation and application system established in this paper can also be widely used in the evaluation of power green degree in other provinces. It provides important theoretical basis for the country to formulate the standard of green development of electric power, and promotes the green development of the whole electric power industry in our country at the same time.
