【摘要】:随着临汾市经济的迅猛发展,临汾市政府不断加大发展新型工业、现代服务业和房地产业,全市用电总量和最大负荷需求持续高速增长。随着城镇化进程不断推进,临汾市区的用电压力越来越突出。在城市基础设施建设中,配电网建设是最重要的环节之一,承担着保障各类负荷正常运行的主要责任,电网的安全稳定可靠运行直接影响城市的经济发展、社会稳定及公共安全,因此配电网在临汾市整个电力网络中具有特殊地位,可以说临汾城市配电网的建设和发展对城区未来发展起到举足轻重的作用。做好配电网规划管理工作是保障地区配电网安全、可靠、经济运行的前提和基础。 配电网规划对供电企业的发展至关重要。配电网规划工作完成的好坏直接影响到未来配电网发展的整体格局和技术标准及经济效益,所以各供电企业越来越重视规划项目管理。本文在总结当代项目管理思想的基础上,将当前最新的项目管理方法与供电企业的实际情况相结合,阐述了配电网规划中推进项目管理的必要性和可行性。论述了现代项目管理理论在配电网规划方面的运用,对如何做好配电网规划项目管理的启动、计划、实施、控制、收尾等主要过程提出参照方法和各环节主要内容,对项目管理的五个过程(启动、计划、实施、控制和收尾)进行了剖析,提出了供电企业配电网规划与项目管理结合的模型。最后通过一个临汾电力公司配电网规划的实际案例,用项目管理的方法进行了研究、分析并圆满完成,进一步印证了在配电网规划中应用项目管理的必要性和可行性。指出了临汾供电公司配电网规划管理存在的主要问题,对临汾供电公司配电网规划项目管理体系和流程进行优化,并制定相应的保障措施,.最终得到一个供电企业中的项目将理论模型和实际需求相结合的途径和方法,也证明了项目管理在供电企业配电网规划项目中的重要作用,为进一步加强城市配电网工程规划项目管理工作提供参考。
[Abstract]:With the rapid development of the economy of Linfen City, Linfen municipal government continue to increase the development of new industries, modern service industry and the real estate industry, the city's total power consumption and maximum load demand continued to grow rapidly. With the continuous development of the urbanization process, Linfen city electric pressure is more and more prominent. In the city infrastructure construction, distribution network the building is one of the most important part, bear the main responsibility for ensuring the normal operation of the various load, safe and reliable operation of power grid directly affects the city's economic development, social stability and public safety, so the distribution network has a special status in Linfen City, the whole power network, it can be said that the Linfen city construction and development of the distribution network to play a decisive role the role of the future development of the city. The work of management of distribution network planning is to protect the area distribution network security, reliable and economic operation of the premise and foundation.
Distribution network planning is essential for the development of enterprises. The power distribution network planning work has a direct impact on the future development of the overall pattern of distribution network and technical standard and economic benefit, so the power supply enterprises pay more and more attention to planning and project management. Based on the summary of the project management idea, the actual situation of the project management method the new power supply enterprise with the combination, describes the necessity and feasibility of promoting the project management in distribution network planning. The article discusses the application of modern project management theory in distribution network planning, on how to improve the distribution network planning project management to start, plan, implementation, control, puts forward the main content and the main link reference method the process of closing, the five processes of project management (start, plan, implementation, control and ending) are analyzed, put forward the distribution network planning of power supply enterprises Combined with the project management model. Through the actual case of a distribution network planning of Linfen Electric Power Corporation, using the methods of project management are studied, analyzed and successfully completed, further confirms the necessity and feasibility of the application of project management in distribution network planning. It points out the main problems existing in the management of Linfen power company distribution network planning the Linfen power company distribution network planning project management system and process optimization, and the corresponding security measures, ways and methods. Finally a power supply enterprise in the project will be the theoretical model and actual demand combination, also proved the important role of project management in the project of power supply enterprises in the distribution network planning to provide a reference for further strengthening the city distribution network planning and engineering project management.
