东华热电厂节能减排技术路径设计与评价研究

【摘要】:能源是对国家经济命脉至关重要的战略物资,对其进行最大化地开发和使用,将会极大地促成国民经济的增长。目前,全球经济发展的步伐越来越快,能源危机、环境污染对经济可持续增长造成的威胁也与日俱增,煤炭、石油等化石能源的过度开发所造成的环境污染成为21世纪人类面临的最严峻的挑战之一。对此,我国“十二五”规划中明确提出,电力行业,尤其是火力发电行业必须重点推行节能减排,使得电力资源得到最高效的利用,同时尽可能地提高清洁机组的发电利用小时数,使其更加节能高效。国家相关部门也出台政策,致力于积极踊跃地推进电力行业,尤其是火电行业的节能减排工作,旨在减小排放强度、降低污染物的排放量,在加快可持续发展的前提下,改变火电行业固有的传统发展方式,从而改善产业结构,使其得到进一步的优化。节能减排在电厂中的大力推广既是经济社会环境得以可持续发展的保证,也是加快完善城镇建设、达到节约资源以及保护环境的有效途径,因此这是一个务必要慎重考虑和大胆践行的工程和策略。 本文以华电东华热电厂的发展现状为研究依据,对该厂节能减排的潜力、可能的技术创新点、发展障碍以及发展规划进行深入地分析,从而得出该厂节能减排的可行性研究结果,并确定路径设计的基础与起点。 从财务评价、经济评价、社会效益评价,以及生产运营评价等多方面对影响热电厂节能减排的关键指标进行挖掘,改变传统的定量评价指标的原则,将定性指标与定量指标综合起来进行考量,构造全面、系统的综合评价体系,使之可以适用于不同发展阶段的发展需求。 采用基于Fussy-AHP法的综合评价方法,进行指标量化、数据处理,以及权重确定。其中,在确定指标权重时采用层次分析法,也就是AHP法,在建立评价矩阵时选择模糊数学方法,同时,将二者综合起来考虑,构造基于节能减排研究的模糊AHP综合评价模型,创建了一套具备普遍适用性的综合定量与定性评价的节能减排评估体系,为东华热电厂顺利实现低碳环保和节能减排提供标准和依据。 对华电东华热电厂节能减排评价研究结果进行深入地分析和总结,并根据研究结论对该厂未来的节能减排工作提出建设性的意见和展望。
[Abstract]:Energy is a strategic material that is vital to the national economic lifeline. The maximum development and use of it will greatly contribute to the growth of the national economy. At present, the pace of global economic development is getting faster and faster, and the energy crisis, Environmental pollution poses an increasing threat to sustainable economic growth. In 21th century, environmental pollution caused by the over-exploitation of fossil energy such as coal and petroleum became one of the most serious challenges facing mankind. In the 12th Five-Year Plan of our country, it is clearly stated that the electric power industry, especially the thermal power industry, must focus on energy saving and emission reduction so as to make the most efficient use of power resources, and at the same time, increase the number of hours of clean generating units as far as possible. To make it more energy efficient. The relevant state departments have also issued policies to actively promote energy conservation and emission reduction in the power industry, especially in the thermal power industry, with the aim of reducing emission intensity and reducing emissions of pollutants. On the premise of accelerating sustainable development, we should change the traditional way of development inherent in the thermal power industry, thereby improving the industrial structure. The promotion of energy saving and emission reduction in power plants is not only the guarantee of sustainable development of economic and social environment, but also an effective way to accelerate the improvement of urban construction, to save resources and to protect the environment. So this is a project and strategy that must be carefully considered and boldly implemented. Based on the current development situation of Huadian Donghua Thermal Power Plant, the potential of energy saving and emission reduction, possible technological innovation points, development obstacles and development plans are analyzed in this paper. The feasibility study results of energy saving and emission reduction are obtained, and the basis and starting point of path design are determined. From the aspects of financial evaluation, economic evaluation, social benefit evaluation, and production and operation evaluation, the paper excavates the key indexes that affect the energy saving and emission reduction of thermal power plants, and changes the principle of traditional quantitative evaluation index. The qualitative index and the quantitative index are synthetically considered, and a comprehensive and systematic comprehensive evaluation system is constructed, which can be applied to the development needs of different stages of development. The comprehensive evaluation method based on Fussy-AHP method is used to quantify the index, process the data and determine the weight. Among them, the analytic hierarchy process (AHP) method is used to determine the index weight, and the fuzzy mathematics method is chosen when establishing the evaluation matrix. At the same time, the fuzzy AHP comprehensive evaluation model based on energy saving and emission reduction research is constructed, and a comprehensive quantitative and qualitative evaluation system of energy conservation and emission reduction is established. It provides the standard and basis for the realization of low carbon environmental protection and energy saving and emission reduction in Donghua Thermal Power Plant. The research results of energy saving and emission reduction evaluation in Huadian Donghua Thermal Power Plant are analyzed and summarized in depth, and constructive suggestions and prospects for the future energy saving and emission reduction work of the plant are put forward according to the research conclusions.
