适合我国国情的智能电网评价指标体系及计算方法

【摘要】:在分析国内外智能电网发展现状的基础上,针对智能电网区别于传统电网的高效性、适应性、互动性3个方面特点,深入研究了我国智能电网评价指标和计算方法。从准确反映电网设备利用效率的角度,提出智能电网设备利用率上限值、实际利用率、相对利用率等高效性指标计算方法。根据系统性和独立性原则,从智能电网发电、输电、用电3个环节入手,全面分析智能电网环境效益,提出基于智能电网节能减排效益评价的适应性指标计算方法。从外部环境、盈利能力、社会贡献、市场状况、业务基础、人员技能等6个维度,提出基于智能电网增值服务评价的互动性指标。所提指标体系可为进一步拓展与完善智能电网综合评价方法提供理论参考。
[Abstract]:Based on the analysis of the current situation of smart grid development at home and abroad, the evaluation index and calculation method of smart grid in China are studied in depth, aiming at the characteristics of high efficiency, adaptability and interaction between smart grid and traditional grid. From the point of view of accurately reflecting the utilization efficiency of power grid equipment, the calculation methods of high efficiency indexes such as upper limit value, actual utilization ratio and relative utilization ratio of smart grid equipment utilization ratio are put forward. According to the principle of systematization and independence, this paper analyzes the environmental benefits of smart grid from three aspects of power generation, transmission and power consumption, and puts forward an adaptive index calculation method based on the evaluation of energy saving and emission reduction benefit of smart grid. From the six dimensions of external environment, profitability, social contribution, market situation, business foundation and personnel skills, an interactive index based on the evaluation of smart grid value-added services is proposed. The proposed index system can provide a theoretical reference for the further expansion and improvement of the comprehensive evaluation method of smart grid.
